What Ukraine has done to join the EU: 81% of commitments fulfilled

Ukraine continues to move towards full membership in the European Union. In 2014-2024, our country fulfilled 81% of its obligations under the EU-Ukraine Association Agreement. This is stated in the Report on the Implementation of the Agreement for 2024, prepared by the Government Office for the Coordination of European and Euro-Atlantic Integration, "Komersant Ukrainian" reports
“Our movement towards EU membership is a comprehensive and multi-level process. Thus, the screening of Ukrainian legislation for compliance with EU law is ongoing, and together with the European Commission, the screening of three out of six clusters has been completed. An action plan for implementing the recommendations of the European Commission presented in the EU Enlargement Package 2024 was also adopted. At the same time, Ukraine continues to implement its obligations under the Association Agreement, which is one of the key guidelines for integration into the EU internal market,” said Olha Stefanishyna, Vice Prime Minister for European and Euro-Atlantic Integration and Minister of Justice
Which areas have been implemented the most?
In 11 of the 24 areas defined by the Agreement, the level of implementation exceeded 90%. Among the leaders:
- Intellectual property – 98%
- Education, training and youth – 97%
- Statistics and information exchange – 96%
- Humanitarian policy – 94%
- Justice, freedom, security, human rights – 93%
- Public procurement – 92%
- National security, defense and political dialog – 91%
- Entrepreneurship, customs, taxation, public finance management – 90-91% each.

Leaders of 2024 by growth
In 2024, the customs sector became the absolute leader in fulfilling its obligations under the Association Agreement, with an increase of 30% during the year and reaching 91% in total.
Public health is in second place, with a 10% increase and an overall level of 88%.
The third place is taken by the financial sector: 6% and 74% respectively.
Who implements the Association Agreement?
In 2014-2024, the main implementers of the Agreement’s obligations demonstrated the following indicators: The Cabinet of Ministers of Ukraine – 79% of the measures have been implemented; the Verkhovna Rada of Ukraine – 74% of the measures, other government agencies – 62% of the measures.
For reference
The Association Agreement was signed in 2014, its political part in March and the economic part in June. It fully entered into force on September 1, 2017.
In fact, it is a roadmap for reforms and, at the same time, a tool for bringing Ukraine closer to EU standards.
The Deep and Comprehensive Free Trade Area between Ukraine and the EU under the Agreement defines the legal framework for the free movement of goods, services, capital, and partially labor between Ukraine and the EU, as well as regulatory approximation aimed at gradual integration of Ukraine’s economy into the EU’s common market.
