What will change for Ukrainians on July 1: pensions, fines and salary indexation

Starting from July 1, 2025, Ukrainians will face certain innovations. In particular, some pensioners will receive increased payments. The mechanism of salary indexation will also be renewed. At the same time, the information about the increase in fines for traffic violations, which was spread by some media, is not confirmed. Read more about all the changes in "Komersant Ukrainian"
Wage indexation is resuming
According to the State Labor Service, starting in July 2025, employees will once again be entitled to indexation of their salaries. The reason is the rise in the consumer price index to 104.4% in June.
The right to indexation arises when the cumulative consumer price index exceeds the established threshold of 103%. According to calculations for February, March, April and May, the index reached 104.4% in June.
The minimum wage in Ukraine is currently UAH 8,000 (before taxes). After deduction of the military fee (UAH 400) and personal income tax (UAH 1440), an employee receives UAH 6160.
New benefits for vulnerable families
Starting July 1, the Pension Fund of Ukraine will start implementing a new type of social assistance, according to a decision of the Cabinet of Ministers. It will be available to families who are recipients of one of the following types of support at the time of application
- assistance to single mothers;
- payments for children from large families;
- social assistance to low-income families.
The new payment is also provided for families receiving temporary child support in cases where one or both parents
- evade child support payments;
- cannot provide for the child on their own;
- are considered to have an undetermined place of residence.
The assistance will be provided within the framework of a pilot project designed to combine all these forms of support into a single one – basic social assistance.
Fines of the Tax Code can be paid through “Reserve” at a discount
According to the decision of the Verkhovna Rada, starting from July 1, the Reserve app will allow paying fines imposed by territorial recruitment centers. In addition, in case of voluntary payment, the amount of the fine will be reduced by 50%.
The algorithm will look like this:
- the user receives a notification in the app about the violation of military registration rules;
- when proceeding to payment, a statement of recognition of the violation is generated;
- then it is necessary to check the accuracy of the data and sign the application in electronic format.
After that, the information is transferred to the TCC, where the case is considered and a decision is made. Currently, only fines for late updating of personal data can be paid in this way. In the future, the list of violations that can be paid online will be expanded.
Traffic fines will not increase from July 1
Recently, information about the alleged increase in fines for traffic violations from July 1 has been actively disseminated online. However, these rumors are not true.
“Fake information about new fines from July 1 is being spread online. I would like to inform you that no changes have been approved so far,” said Oleksiy Biloshytsky, Deputy Head of the Patrol Police Department.
He also urged not to disseminate unverified data and to use only official sources of information.
New requirements for technical inspections: video recording is mandatory
Starting in July, the rules for mandatory technical inspection of vehicles will change. In particular, each inspection point must be equipped with at least two cameras that will record the entire inspection process.
Among the requirements:
- the car in the photo must occupy at least 70% of the frame area;
- if the existing camera does not allow to cover the full picture, additional fixation devices must be installed;
- photo and video materials will be checked at the service centers of the Ministry of Internal Affairs. In case of violations, the inspection report will be canceled.
Frequency of technical inspection:
- buses and vehicles carrying dangerous goods – twice a year;
- trucks up to 3.5 tons and trailers (if used for more than 2 years) – twice a year;
- trucks over 3.5 tons and taxis with trailers – once a year.
Passenger cars owned by individuals and not used in commercial activities do not need to undergo technical inspection within the specified timeframe.
Will pensions be increased from July 1?
There will be no full-scale recalculation of pensions in July, but some pensioners will receive an increase in the form of age-related bonuses.
Who is eligible for the age supplement:
- persons over 70 years of age who receive an old-age pension;
- provided that the total amount of the monthly pension payment (including supplements) does not exceed UAH 10,340.35.
Amounts of additional payments:
- 70-74 years old: uAH 300;
- 75-79 years old: uAH 456;
- 80 years and older: uAH 570.
“Supplements are automatically calculated and added to the basic pension,” the Pension Fund emphasizes.
Important: the payment of the additional amount begins not from the first day of the month, but from the date of birth of the pensioner. Accordingly, in the first month, the supplement is accrued only for a part of the days.
New restrictions from Ukrposhta starting in July
Starting July 1, 2025 , new limits on postpaid transfers made through Ukrposhta will come into effect.
The limits are as follows:
- uAH 100 thousand – the maximum amount of all payment transactions per month;
- 10 transactions – the maximum number of transfers for the same period.
These restrictions were introduced to monitor possible cases of shadow business activities by individuals.
Will payments for IDPs continue?
Financial assistance for internally displaced persons (IDPs) will continue in July. As previously stated by the Ministry of Social Policy, the government has decided to extend payments for another six months – until the end of summer 2025.
Amounts of assistance:
- 2000 hryvnias for adults;
- uAH 3000 for children and people with disabilities.
At the same time, the payment may be terminated if a person ceases to meet the conditions for receiving it. In particular, this refers to a prolonged absence from Ukraine: if a person stays abroad for more than 30 consecutive days, he or she may be excluded from the program.
The voltage in the sockets will change: it was 220 – it will be 230
In addition, starting from July 1, Ukraine will update the voltage standard in the power grid: instead of 220 V, a new standard of 230 Volts will be set. The transition will be automatic, and consumers will hardly notice the changes.
The relevant agencies explain that this does not pose any threat to household appliances, as most modern appliances are designed for this voltage level – it is the standard of the EU countries from which most electronics are imported.
“The voltage change is just a technical update. It does not affect the amounts in the bills, because the consumer pays for electricity by kilowatt-hours, not by voltage,” the energy regulator said.
Free transportation for schoolchildren to be canceled in Kyiv
During the summer vacation, from July 1 to August 31, Kyiv schoolchildren will have to pay for public transportation. At the same time, they will receive a 75% discount on travel tickets.
How to take advantage of the discount:
- you can buy a pass through the Kyiv Digital app or self-service terminals;
- a monthly student pass without travel restrictions costs UAH 325;
- refills are available at metro ticket offices (Vydubychi 1, Pochayna 1, Vokzalna), on the website of the Municipal Enterprise “GIOC” or via EasyPay.
Important: if a student buys one-time trips, the discount does not apply.
Also, from July 1 to August 31, cadets of higher military educational institutions of the capital will also pay for travel on general terms.
“Affordable Medicines” will become truly available in all pharmacies
Starting from July 1, 2025, all pharmacies in the country are obliged to join the state program “Affordable Medicines”. Otherwise, the institutions face the loss of their license.
“From now on, every pharmacy must have an agreement with the NHSU, which will allow citizens to pay for medicines by e-prescription free of charge or partially anywhere in the country,” the Ministry of Health reported.
This expansion of coverage means that the program will no longer be limited to pharmacies operating at medical institutions.
How to use the program:
- you can check whether a pharmacy has a contract with the NHSU on the official website;
- medicines can be obtained by electronic prescription, regardless of the patient’s place of residence.
