How to register a terminal via “Diyu” or the Administrative Services Center to avoid having Starlink disconnected

Ukraine is introducing a whitelist of Starlink terminals, without which equipment may be disconnected. The new rules are necessary to ensure stable satellite communications for Ukrainians and at the same time block the use of Starlink by Russian occupiers. This was reported by the Ministry of Digital Transformation of Ukraine, according to "Komersant Ukrainian".

The verification service will start on February 3, 2026.

Who is affected by registration

The procedure is mandatory for:

  • individuals;
  • individual entrepreneurs;
  • businesses (legal entities).

It does not apply to the Armed Forces of Ukraine — a separate secure algorithm is in place for military personnel.

How to register Starlink for individuals and sole proprietors

You can submit an application offline through the Administrative Services Center.

What to prepare

Terminal data:

  • KIT number (serial number on the box);
  • UTID (unique antenna identifier) or Dish ID;
  • Starlink portal account number.

Documents:

  • Passport;
  • RNOKPP (identification code).

Registration steps

Contact the Administrative Services Center.

The administrator will accept your application and enter the data into the register.

The service is free of charge.

Important information about limits:

  • without the physical presence of the device — you can register 1 terminal;
  • with the devices presented — up to 3 terminals per person.

How to register Starlink for business (legal entities)

For companies, the procedure is completely digital and takes place through the Diya portal.

Step-by-step instructions

Log in to Diya using the legal entity’s electronic signature.

Select the service “Notification of Starlink terminal use.”

Enter technical data (KIT number, UTID, account number).

Sign the application with your electronic signature.

Limits for businesses:

  • up to 10 terminals — for regular companies;
  • no restrictions — for enterprises with critical status.

Why is a “whitelist” being introduced?

The Ministry of Digital Transformation explains that the whitelist is a matter of security and communication control during wartime. The registry allows:

  • guarantee stable Starlink operation for civilian users and businesses;
  • prevent the enemy from using satellite communications;
  • centrally manage access to the network.

What about the military and Starlink

A separate secure procedure is in place for the Defense Forces. The Ministry of Defense of Ukraine has clarified that the military will be able to enter terminal data into the Army app.

Communications officers or authorized persons must enter the data into the DELTA system.

What happens if you don’t register your terminal

Starlink terminals that are not included in the “white list” will be disconnected. Therefore, users are advised to undergo verification in advance — through “Diy” or the Administrative Services Center, depending on the category.
