Shufrich sued Ukraine for 500 euros: ECHR recognizes violation of his rights during arrest

The European Court of Human Rights has ordered Ukraine to pay MP Nestor Shufrych 750 euros in compensation — 500 for moral damage and another 250 for legal costs. The reason is the delay by Ukrainian courts in considering complaints about his arrest in 2023. This is reported by "Komersant Ukrainian", citing the court decision.

In its judgment in the case of Shufrich v. Ukraine (No. 1143/24), published on July 10, 2025, the Strasbourg Court found that Ukraine had violated Article 5 § 4 of the Convention for the Protection of Human Rights – the right to a timely trial of the legality of deprivation of liberty.

“The Court has not found a single fact or argument that could lead it to reach a different conclusion regarding the applicant’s complaints,”

– the decision reads.

What happened

Shufrych was detained on suspicion of treason on September 15, 2023. It was on that day that the Pechersk Court of Kyiv ruled to take him into custody. The lawyers filed appeals on September 18 and November 14, but the Kyiv Court of Appeal considered them with a noticeable delay – on October 11 and December 12, respectively.

The ECtHR emphasized that such slowness in the proceedings violated the right to “immediate review of the lawfulness of the detention”. In its decision, the court referred to the previous case of Kharchenko v. Ukraine, which had already recorded similar violations.

Other complaints rejected

In addition to complaints about the delay in the proceedings, Shufrich also claimed a violation of Article 3 of the Convention (prohibition of torture). However, the ECHR found these complaints inadmissible – or not showing signs of a violation.

The decision is final, and Ukraine must pay the awarded compensation within three months. In case of delay, a penalty will be charged on the amount.

Nestor Shufrych

Nestor Ivanovych Shufrych is a Ukrainian politician who has been a member of parliament for the Party of Regions, the Opposition Bloc and the Opposition Platform – For Life. He was born in 1966 in Uzhhorod. Known for his pro-Russian statements, he was often involved in political and media conflicts.

In 2006-2007, he served as Minister of Emergency Situations in the government of Viktor Yanukovych. Since the 2010s, he has become one of the most recognizable representatives of the pro-Russian opposition in the media space.

According to his 2020 e-declaration, Shufrych declared more than $4 million and €3.7 million in cash, as well as nine apartments, two houses, and a collection of antiques, weapons, icons, and works of art. In 2023, Forbes Ukraine estimated his wealth at approximately $100 million.

In September 2023, Shufrych was detained on suspicion of treason. According to the SBU, the politician collaborated with Russian special services. He has been in custody since then, and Ukrainian courts regularly extend his arrest.
