High-speed rail line from Kyiv to the border: Ukraine and South Korea begin project development

Ukraine and the Republic of Korea are beginning to prepare a comprehensive feasibility study for the construction of a high-speed railway between Kyiv and Ukraine’s western border. The project, with a budget of $8 million, is being implemented as part of a grant from the South Korean government. This was reported by the Ministry of Community and Territorial Development of Ukraine, according to "Komersant Ukrainian".
A meeting was held at the ministry with a South Korean delegation regarding the preparation of the feasibility study for the high-speed railway construction.
According to the statement, during the meeting, the parties discussed the current status of the project, next steps for engaging consultants, as well as the strategic vision for the development of the high-speed railway as a component of Ukraine’s integration into the European Union’s transport network and post-war reconstruction.
“We view the development of the high-speed railway not merely as an infrastructure project, but as a vital part of the reconstruction and long-term development of the Ukrainian railway, the modernization of the country, and its integration into the European transport space,” explained Oleksiy Balesta, Deputy Minister of Community and Territorial Development of Ukraine.
The project is being implemented as part of grant assistance from the Government of the Republic of Korea. It has a budget of eight million U.S. dollars and involves the preparation of a comprehensive feasibility study for the development of high-speed passenger rail service in Ukraine.
During the meeting, the parties discussed practical aspects of preparing the feasibility study and key issues to be examined within the project. In particular, they emphasized the importance of taking into account TEN-T development plans so that Ukraine’s future high-speed rail infrastructure can be integrated into the pan-European transport system
The Korean side emphasized the importance of taking into account the development plans of the Trans-European Transport Network so that Ukraine’s future infrastructure is compatible with the European Union’s transport system. Ambassador of the Republic of Korea Kichang Park expressed his readiness to support our country on its path to transformation.
“For us, this is not only about rebuilding what has been destroyed, but also about shaping Ukraine’s future. We fully understand how difficult the post-war path is, as we ourselves have gone through reconstruction and transformation. That is why we are happy to stand by Ukraine and help with the reconstruction,” said Ambassador of the Republic of Korea Kichang Park.
Earlier it was reported that the Ukrainian government plans to secure a loan from South Korea to purchase 20 high-speed electric trains. This step is part of efforts to modernize the country’s railway infrastructure.
