January without cash gaps: what do the Ministry of Finance’s transfers mean for communities?

In January 2026, the Ministry of Finance of Ukraine transferred UAH 17.8 billion in interbudgetary transfers from the state budget to the general fund of local budgets.
According to the press service of the Ministry of Finance, this is 99.4% of the amount provided for January in the state budget, reports "Komersant Ukrainian".
What funds did the communities receive?
According to the ministry:
- the basic subsidy — UAH 2.6 billion (100% transferred);
- additional subsidies — UAH 1.7 billion (also 100%).
Thus, the state has fully financed the key transfers that support the financial capacity of communities.
Financial “cushion” for local budgets
Separately, the Ministry of Finance draws attention to the balances of funds in the accounts of local budgets and budgetary institutions.
As of February 1, 2026, they amounted to UAH 107.8 billion — for general and special funds.
The ministry emphasizes that these resources allow local governments to continue to:
- finance priority needs;
- ensure the stable operation of municipal institutions;
- cover expenses in wartime.
How this looks in annual terms
For comparison:
in 2025, the Ministry of Finance transferred UAH 195.4 billion in transfers to the general fund of local budgets.
January 2026 figures indicate that the practice of regular financing of communities at the beginning of the fiscal year will continue.

Interbudgetary transfers remain one of the key instruments for supporting local budgets, especially:
- for communities with a low tax base;
- in regions affected by hostilities;
- for financing social and educational expenditures.
The high level of plan implementation in January reduces the risk of cash gaps and allows communities to plan their expenditures without delays.
