Siemens caught selling equipment to Russia through China

Russia’s state-owned explosives plant, the Biysk Oleum Plant (BOZ), has managed to circumvent Western sanctions and purchase equipment from the German company Siemens.

This was reported by Reuters, according to "Komersant Ukrainian".

According to the publication’s sources, the supplies were made through Chinese wholesalers.

According to the state procurement system and customs registers reviewed by the agency, in October 2022, the Ministry of Health signed a contract for the supply of Siemens industrial equipment with the Russian company Tekhpribor. It imported devices from China, in particular from Huizhou Funn Tek. According to the analysis of customs codes and technical specifications, Siemens power regulators were among the equipment supplied.

In 2023, Tekhpribor also imported Siemens industrial equipment through another Chinese company, New Source Automation Co., Ltd. New Source manager Ryan Wu confirmed the delivery and said that his company can buy any amount of Siemens products without disclosing the final recipient.

Public procurement documents indicate that from 2022 to 2023, the parent company of the BOZ, FSUE Sverdlov Plant, purchased at least three sets of Siemens equipment under the Simatic brand. These systems are designed for remote control and process automation.

According to Reuters, the automated machines for which the Siemens equipment was intended are critical to increasing military production – they allow for faster production of ammunition in case of labor shortages.

A Siemens spokesperson told Reuters that the company strictly adheres to international sanctions and demands the same from its partners. He added that some goods could have entered Russia without the company’s knowledge. At the same time, the company conducts checks on all suspicious cases and promises to pass on information to the authorities.
