Scandal in the State Joint Stock Company “Automobile Roads of Ukraine”: an attempt to withdraw state assets

An attempt to illegally transfer assets to private ownership was detected in the state joint-stock company Automobile Roads of Ukraine, established in 2002 on the basis of Ukravtodor. This is stated in the report of the Automobile Roads of Ukraine, "Komersant Ukrainian" reports.
The company’s new management, appointed in July 2025, fired two directors of its subsidiaries – Lviv Road Service and Zakarpattia Oblavtodor – for participating in a scheme to seize state property.
What happened:
- Two state-owned granite quarries in Zakarpattia were attempted to be transferred to a private company, Shchebnevyi Zavod LLC.
- This company had accumulated a debt of almost UAH 8 million to the State Roads of Ukraine by buying products on credit and not paying for them.
- Due to non-payment of the debt, Lviv Road Service was unable to pay its suppliers, who initiated bankruptcy proceedings against the company, which were scheduled to begin in August 2025.
Signs of raiding:
- The directors transferred all equipment, including a car, to Shchebnevyi Zavod LLC.
- After the directors were fired, they were found:
- The disappearance of some of the quarry equipment
- Lack of primary accounting documentation
- The disappearance of crushed stone stocks
Memo from the advisor to the head of the SJSC – Bogush I:
- There is no light, no documents and no signs of activity in the premises of Lviv Road Service.
- Electricity supply was cut off due to debts, making it impossible to work.
- The security guard reported that employees had not been showing up for a long time, and the director had incurred security arrears.
- The company has third-party equipment on its premises that is not on its balance sheet.
Suspicions and legal actions:
- Bankruptcy case No. 914/1594/25 was opened.
- Coordination of actions between officials of the state enterprise and Shchebnevyi Zavod LLC was found to be aimed at illegally obtaining quarry licenses.
- Suspicion of possible misappropriation of property of the State Enterprise Zakarpattya Oblavtodor.

- Employees’ workplaces – monitors are not even connected to power outlets.
Next steps:
- The new management is preparing materials for submission to law enforcement agencies.
- This week, a special commission will visit the company to assess the damage.
