Scandal in Kyivzelenbud: officials embezzled 5 million UAH of budget funds

Officials of Kyivzelenbud and contractors are suspected of embezzling over UAH 5 million that was to be used to improve parks and squares in Kyiv. According to the investigation, the officials overstated the amount of work performed and its cost by entering false information into official documents. This was reported by the Prosecutor General’s Office, "Komersant Ukrainian" reports

How did the embezzlement scheme work?

According to the Prosecutor General’s Office, two officials of Kyivzelenbud, an estimator, and four heads of private contractors have been charged with suspicion. They are involved in a criminal case on misappropriation and embezzlement of budget funds through abuse of office (parts 4, 5 of Article 191 of the Criminal Code of Ukraine).

Under agreements between Kyivzelenbud and contractors, the following facilities were repaired in the capital in 2023:

  • Retaining wall in Pozniaky Park (Darnytskyi district);
  • Reconstruction of paths between squares on Vyshhorodska Street (Obolon district);
  • Square on Inzhenera Borodina Street;
  • Paths in Hydropark (Dniprovskyi district).

The suspected officials of Zelenbud, using an estimator hired under a civil law contract, knowingly entered false information into the acts of work performed regarding the scope and cost of work and materials used.

Consequences for the city and the investigation

According to the results of forensic examinations (commodity, construction, technical and economic), the damage caused to Kyiv is estimated at UAH 5.35 million. The case is still under investigation by law enforcement.

If the suspects are proven guilty, they face criminal liability, including possible prison terms.
