Scandalous judge Vovk suspended from administering justice

Judge and former head of the liquidated Kyiv District Administrative Court Pavlo Vovk has been temporarily suspended from administering justice. This was reported by the High Council of Justice on the basis of the decision of the Third Disciplinary Chamber of the HCJ, "Komersant Ukrainian" reports

“The decision to bring the judge to disciplinary responsibility and impose a disciplinary sanction in the form of a motion for dismissal was made by the Third Disciplinary Chamber of the High Council of Justice on November 13, 2024,” the statement said.

Vovk will remain suspended from the administration of justice until the High Council of Justice decides to dismiss him or reverse the decision of the Disciplinary Chamber.

What is known about Pavlo Vovk

In 2000, Vovk graduated from the Yaroslav the Wise Law Academy with a degree in law and worked as a senior assistant prosecutor for prosecution statistics at the Prosecutor’s Office of the Shevchenkivskyi District of Kyiv.

Later, he became Deputy General Director of Rada Law Firm. He was an assistant to Serhiy Kivalov (Party of Regions), a member of the Verkhovna Rada of the fifth convocation. In 2007, he became a judge of the Kyiv District Administrative Court.

Since 2010, he has been the Chairman of the Kyiv District Administrative Court. In September 2010, the High Council of Justice appointed Mr. Vovk to the position of the Chairman of the KDAC.

What Vovk is accused of

on July 17, 2020, NABU detectives served notice of suspicion of “creating a criminal organization and seizing power” to Pavlo Vovk, the head of the Kyiv District Administrative Court, his deputy and five other judges of the court, as well as Zenoviy Kholodniuk, the head of the State Judicial Administration of Ukraine.

on March 18, 2021, investigators completed a pre-trial investigation into possible abuse by judges of the Kyiv District Administrative Court.

In April 2021, the Verkhovna Rada registered a presidential bill to liquidate the KDAC. Instead, President Volodymyr Zelenskyy proposed to establish a new court, the Kyiv City District Administrative Court.

on December 9, 2022, the U.S. State Department imposed sanctions on the head of the Kyiv District Administrative Court, Pavlo Vovk.

on February 12, 2024, the Commission recognized Judge Pavlo Vovk as having failed to confirm his ability to administer justice in the Administrative Court of Cassation within the Supreme Court.
