Complaints about raiding are now considered faster – up to 45 days

In 2024, the Anti-Raiding Office reduced the timeframe for processing complaints about state registration and unauthorized access to registers to 45 days. For comparison, in 2020-2022, these terms ranged from 3 to 6 months. This was reported by the press service of the Ministry of Justice of Ukraine, "Komersant Ukrainian" reports.

In 2024, the Ministry of Justice of Ukraine received 2239 complaints in the field of state registration, of which 435 concerned business and 1804 concerned real estate.

In addition, the Office of Countering Raiding considered 39 reports from state registration entities on unauthorized access to registers (SRRP and USR).

Based on the results of the complaints, 1543 orders were issued, 440 of which (28.52%) were satisfied.

In addition, due to the joint efforts of the Ministry of Justice and the Ministry of Defense of Ukraine, 30 land plots with a total area of 3487 hectares and 3 real estate objects with an area of 1668 square meters were returned.

In addition, complaints related to violations of sanctions legislation were considered.

Achievements of the Anti-Raiding Office in 2024:

  • The timeframe for reviewing complaints was reduced to 45 days.
  • The number of pending complaints has been reduced. As of December 2024, due to the temporary suspension of the registers, the number of complaints decreased to 144 (30 – business, 114 – real estate), while in 2020-2022 there were up to 2500, and the review periods reached 3-6 months.
  • A systematic practice of combining complaints has been introduced. Proposals have been made to amend the relevant laws and regulations to update them to reflect new challenges and martial law conditions. The Office is actively involved in the development of these changes.
  • Prompt response to cases of raiding and unauthorized access to state registers was ensured.
  • The Office ensured prompt return of registry data to its previous state to prevent raider attacks.
  • Permanent representation of the interests of the Ministry of Justice in courts was ensured. A separate litigation department was established within the Office.
