Traffic will be restricted in Kyiv and the region today: what drivers and pedestrians need to know

On Monday, March 31, temporary traffic restrictions will be introduced in Kyiv and the region due to the visit of foreign delegations. This was announced by the State Protection Department, "Komersant Ukrainian" reports

Reason for the restrictions: visit of foreign delegations

According to the UDO, on March 31, representatives of foreign states, governments, parliaments or international organizations will be in Ukraine on official or working visits. To ensure their safety, the State Protection Department, together with the National Police, is introducing temporary measures.

“Please take this information into account when traveling,” reads an official statement from the UDO dated March 30, 2025.

The exact locations and times of the road closures are not disclosed for security reasons, but drivers and pedestrians are advised to follow official announcements and plan their routes in advance.

Legal grounds for restrictions

Traffic restrictions have a clear legal basis. According to the Law of Ukraine “On State Protection of State Authorities of Ukraine and Officials” and the Regulation “On State Protocol and Ceremonial of Ukraine” (Presidential Decree No. 746/2002 of August 22, 2002), the UDO is obliged to provide protection to foreign heads of state and delegations during their stay in Ukraine.

In particular, Article 18, paragraph 3 of the Law and Presidential Decree No. 815/2006 of October 3, 2006, grant the UDO servicemen the right to:

  • Temporarily restrict or prohibit the movement of vehicles and pedestrians on roads and streets during the passage of protected persons.
  • Restrict access of citizens to certain areas or objects.
  • Require people to stay in certain places or leave them.

These measures are taken to ensure the safety of high-ranking officials and the smooth conduct of official visits.

How will this affect Kyiv residents and visitors?

Restrictions may affect both central streets of Kyiv and roads in Kyiv region, depending on the delegations’ travel routes. Drivers should be prepared for:

  • Blocking of certain road sections.
  • Delays in traffic.
  • Changes in public transportation routes.

Pedestrians are also advised to avoid areas near government buildings or key transportation arteries where temporary bans may be in place. To avoid inconvenience, UDO urges to follow the updates and follow the instructions of law enforcement officers.
