Inheritance, Investments, and Rent: What the Tax Filing Campaign Revealed

In the first three months of 2026, Ukrainian citizens filed 92,000 declarations of assets and income, reporting income for 2025 totaling 74.3 billion hryvnia.
This was reported by the State Tax Service of Ukraine, according to "Komersant Ukrainian".
How much tax is owed
Based on the declarations, citizens determined that they owe 1.6 billion UAH in personal income tax and military tax.
This is nearly 560 million UAH more than during the same period last year.
The tax service explains that the increase is linked both to higher declared incomes and to citizens’ active participation in the tax campaign.
How many millionaires are there in Ukraine
8,300 people declared incomes exceeding 1 million UAH.
Their total income amounts to 38.2 billion UAH, and their assessed tax liabilities total nearly 1.1 billion UAH.
In fact, this group of taxpayers accounts for a significant portion of the total declared income.
Where did Ukrainians earn their income
The largest share of income reported in the tax returns came from:
- inheritance and gifts – 6.6 billion UAH
- foreign income – 3.4 billion UAH
- sale of property – 1.8 billion UAH
- property rentals – 1.2 billion UAH
- investment income – 1.0 billion UAH
- other income – 971.2 million UAH
These figures were released by the State Tax Service of Ukraine.
Where the highest income was reported
Among the regions, the highest amounts of declared income were recorded in:
- Kyiv — 16.3 billion UAH
- Dnipropetrovsk Oblast — 6.6 billion UAH
- Lviv Oblast — 6.0 billion UAH
- Kyiv Oblast — 5.8 billion UAH
Separately, the tax authority noted that the largest amount of tax liabilities was determined by a resident of Khmelnytskyi Oblast — over 18.3 million UAH.
How many Ukrainians will receive a tax credit
At the same time, over 42,000 citizens exercised their right to a tax credit.
The total amount of personal income tax that the state must refund to taxpayers is 291.6 million UAH. This is 52 million UAH more than last year.
Meanwhile, the electronic filing campaign for public officials is also underway. According to
the National Agency for Corruption Prevention, public servants filed 634,000 declarations for 2025.
Meanwhile, in March, the general fund of the state budget received 169.4 billion UAH in taxes and fees administered by the State Tax Service of Ukraine. The revenue plan was fulfilled at 101.9%.
