The Midas case: VAKS took the former head of the Ministry of Energy into custody

The High Anti-Corruption Court has imposed a preventive measure on former Ukrainian Energy Minister Herman Halushchenko — 60 days in custody with the possibility of bail set at UAH 200 million.

The decision was announced during a broadcast by Suspilne, according to "Komersant Ukrainian".

What the court decided

The court ruled to remand Herman Halushchenko in custody for 60 days, until April 15, counting from the date of his arrest.

An alternative was set at bail in the amount of UAH 200 million.

Prosecutors from the Specialized Anti-Corruption Prosecutor’s Office insisted on arrest with bail set at UAH 425 million. After the decision was announced, they said they would still decide on whether to appeal.

Restrictions in case of bail

If bail is posted, Galushchenko is required to:

  • surrender his foreign passport;
  • wear an electronic bracelet;
  • not leave Kyiv and the Kyiv region;
  • notify authorities of any change of residence;
  • refrain from communicating with other suspects in the Midas case, in particular Mindich, Zuckerman, Myronyuk, and Basov.

Galushchenko himself stated in court that he does not plan to raise funds for bail, but instead will “raise money for lawyers” to appeal the decision.

What is this case about?

Galushchenko is a figure in the large-scale anti-corruption investigation “Midas,” which the National Anti-Corruption Bureau of Ukraine publicly presented in November 2025.

According to the investigation, there was a scheme in the energy sector whereby Energoatom’s contractors were forced to pay kickbacks to avoid payment blocks or maintain their status as suppliers.

After the publication of the recordings of conversations made public by NABU, law enforcement officers conducted searches at Galushchenko’s home. He was subsequently dismissed from his position as Minister of Justice, which he had held after working at the Ministry of Energy.

What is known about Galushchenko’s arrest

On February 15, law enforcement officers detained Galushchenko while he was attempting to leave the country. The prosecution used this episode as an argument regarding the risk of flight.

A decision by the SAPO on a possible appeal of the preventive measure is expected in the near future. The defense, for its part, has already announced its intention to file an appeal.
