The case of “eggs for 17 UAH” is sent to court: NABU and SAPO complete investigation

The National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) have opened investigation materials in the criminal proceedings regarding abuses in the procurement of food for the Armed Forces of Ukraine. After the defense gets acquainted with the case, it will be sent to court, "Komersant Ukrainian" reports, citing information from the NABU.
The investigation found that in 2022-2023, the Ministry of Defense purchased food in the form of so-called kits from a catalog of 409 items. The most popular products – vegetables, cereals, meat and water – accounted for only 10% of the assortment. Other products, such as spices, gelatin, or berries, were rarely ordered or not delivered at all.
The cost of the kits was calculated as the average price of all catalog items. This allowed suppliers to overcharge for mass products and undercharge for seasonal or rarely consumed ones. As a result, potatoes, which were purchased in thousands of tons, were delivered at inflated prices, while seasonal fruits and berries, which were not actually ordered, cost symbolic amounts.
According to the investigation, in August-December 2022, two related companies received more than UAH 733 million in illegal profits. Some of these funds were withdrawn in the form of dividends and financial assistance to other companies. Investigators are looking into whether the owner of the companies used the money to buy hotels in Croatia and other real estate.
The scheme involved an official of the Ministry of Defense, who did not respond to price anomalies when signing contracts.
After the investigation was launched in January 2023 and media coverage (including the purchase of eggs at UAH 17), prices for 11 key products were reduced, preventing further budget losses of UAH 788 million.
As part of the case, the following were notified of suspicion:
- a former head of a department of the Ministry of Defense;
- the owner of the companies supplying the goods;
- two heads of these companies;
- other individuals.
They are charged with embezzlement of property on an especially large scale (Part 5 of Article 191 of the Criminal Code), attempted embezzlement (Part 2 of Article 15, Part 5 of Article 191 of the Criminal Code) and money laundering (Part 3 of Article 209 of the Criminal Code).
According to media reports, the suspects include supplier Tetyana Hlyniana, who fled abroad, and former Defense Ministry official Bohdan Khmelnytsky.

Materials on other contracts concluded during the same period have been separated into separate proceedings, and the investigation is ongoing. The NABU and the SAPO continue to identify other persons involved in the scheme, including officials of the Ministry of Defense.
