The US has agreed to sell Patriot to Ukraine: what is known

19 November 2025 01:47

The United States is ready to strengthen Ukraine’s air defense system with new equipment. The U.S. State Department has approved the possible sale of additional Patriot air defense elements and related support to Ukraine for a total of $105 million. This was reported by the press service of the State Department, "Komersant Ukrainian" reports

The Ukrainian government has asked the United States to purchase goods and services necessary for the maintenance and modernization of the Patriot system.

The approved package includes:

  • modernization of M901 launchers to M903 configuration;
  • classified and unclassified cargo and inventory lists for ground support equipment;
  • spare parts, auxiliary equipment and accessories;
  • personnel training and technical support;
  • logistical and software components required for the system to function properly.

The estimated total cost is $105 million.

This decision paves the way for formal contracting through the U.S. Defense Security Cooperation Agency (DSCA).

The Patriot remains one of the most effective systems for intercepting ballistic and cruise missiles, as well as kamikaze drones, which Russia continues to use to attack Ukrainian infrastructure.

After Russia’s massive attack on November 8, President Volodymyr Zelenskyy announced that Ukraine was negotiating with the United States to receive additional air defense systems. The State Department’s approval is the next step in this process.

Details of the deal

The main contractors will be:

  • RTX Corporation (Arlington, Virginia)
  • Lockheed Martin (Bethesda, Maryland)

At the moment, the US government has no information on possible offset agreements. Such agreements may be determined during negotiations between Ukraine and the contractor.

This project will require about five representatives of the US government and fifteen representatives of US contractors to be deployed to the US European Command (EUCOM) for approximately one month for training and regular meetings.

The proposed sale will not adversely affect U.S. defense readiness.

The description and price provided correspond to the maximum estimated requirements. The actual price will be lower and will depend on the final technical requirements, budget, and signed agreements (if and when they are concluded).
