USAID closes: it became known to whom some programs were transferred

Starting July 1, the U.S. Agency for International Development (USAID) will stop implementing foreign aid programs. Some of the programs will be managed by the US State Department. This was announced by U.S. Secretary of State Marco Rubio, "Komersant Ukrainian" reports
According to Rubio, foreign aid programs that are in line with the policies of the Donald Trump administration and promote US interests will be administered by the State Department.
According to Rubio, USAID’s longstanding activities have not met expectations: “goals have rarely been met, instability has increased, and attitudes toward the United States have only worsened.” Examples include $165 billion in aid to sub-Saharan Africa since 1991, while they have supported the US position in the UN only 29% of the time. At the same time, $9.3 billion was spent on the Palestinian territories, including on organizations affiliated with Hamas.
Rubio emphasized that USAID too often acted not in the interests of American taxpayers, but to meet the demands of international organizations, NGOs and globalist initiatives.
“The only ones who have fared well have been the heads of countless NGOs, often enjoying a five-star lifestyle funded by American taxpayers, while those they were supposedly helping have fallen further behind. That era of government-sanctioned inefficiency is officially over,” the Secretary of State said.
The new policy provides for
- concentration of foreign aid in the hands of the State Department;
- prioritizing investments over humanitarian support;
- cooperation only with countries that are able and willing to develop independently;
- involvement of the private sector, including American companies.
Rubio explained that Americans should not pay taxes to finance failed governments in distant countries. At the same time, the United States will support those countries that have demonstrated both the ability and willingness to help themselves, and will focus our resources on areas where they can have a multiplier effect and catalyze a stable private sector, including American companies, and global investment.
He added that this strategy will also allow the United States to more effectively counter China’s influence in key regions.
The Secretary of State announced the consolidation of fragmented appropriations accounts, the elimination of bureaucratic processes to respond more quickly to crises, and the introduction of new performance criteria.
US authorities decide to close more than 80% of USAID programs
The new U.S. administration is officially canceling 83% of the U.S. Agency for International Development (USAID) programs. This was recently announced by Secretary of State Marco Rubio. According to him, this was done after a 6-week review of international assistance programs implemented by USAID.
He also announced his intention to consult with the Congress so that the remaining 18% of programs (approximately 1000 programs) that are being retained could be more effectively managed by the State Department.
The U.S. Secretary of State called the elimination of USAID and the reduction of international support programs a belated and historic reform.
On January 21, US President Donald Trump signed an executive order to temporarily suspend all US assistance programs to foreign countries for 90 days to review whether they meet his policy goals.
