The Pentagon will spend almost $30 million from the aid package to Ukraine

The U.S. Department of Defense has announced the allocation of nearly $30 million to develop domestic production and reserves of rare metals such as gallium and scandium. The funding came from funds approved under the Ukraine Support Act passed by Congress in 2022.

This was reported by the US Department of War, "Komersant Ukrainian" reports.

This is a $29.9 million grant received by ElementUS Minerals, LLC under the Title III program of the Defense Production Act (DPA).

The funds will be used to develop a plant in Louisiana that will separate and purify gallium and scandium from industrial waste. Part of the financing will be used for preparatory work at another facility in Texas.

Gallium and scandium are important materials for the high-tech defense industry. They are used in the production of microelectronics, lasers, communication systems, and military components. The United States is gradually trying to reduce its dependence on imports, particularly from China, which dominates the global market for these metals.

Why “Ukrainian” funds were used

Although the funding is provided under the Ukraine Support Act, some of these resources can be used to strengthen the US military-industrial complex. The law provides not only for financial support to Kyiv, but also for investments in U.S. production facilities necessary to meet long-term defense needs.

This is not the first example of such use of funds.

  • In July 2025, the Pentagon allocated $6.2 million to develop tungsten production.
  • In September, $43.4 million was allocated for the production of stibium trisulfide, a military-grade material.
  • In December 2024, similar funds were used to strengthen the US tungsten supply chain.

What is known about the Supplemental Appropriations Act for Ukraine

The Supplemental Appropriations Act for Ukraine, signed into law by President Joe Biden in May 2022, provided nearly $40 billion in military, economic, and humanitarian support for Ukraine, as well as funding for defense production programs in the United States.
