Details of ‘Vova’s thousand’ have been revealed: how to get it and where the money came from

The Ministry of Economy of Ukraine has provided details of a new programme of UAH 1,000 payments to citizens. First Deputy Minister of Economy Oleksiy Sobolev spoke about the terms of the programme, according to [Kommersant]

According to the official, the money will come through the National Cashback programme and will be financed by unused funds from other ministry programmes.

“This is one thousand hryvnias per person, regardless of age and social status. You can use it during the winter: December, January, February. The money will be transferred to the National Cashback programme card… This is a virtual card, it can be opened through Diia, and banks have already been connected,”

– said the Deputy Minister.

He claims that these funds can be used to pay for utilities, medicines, transport, mobile communications, Ukrainian books, and other various services. They can also be donated to the Armed Forces.

“This will additionally support Ukrainian micro and medium-sized businesses. This money is marked. There is a certain circle where it can be directed. But it can also be donated to the Armed Forces,”

– he added.

Where did the money come from?

the “Vova’s Thousand” has already been harshly criticised both online and among experts and politicians. One of the most popular counter-arguments is that the government gives people a thousand hryvnias each immediately after raising taxes and endlessly claiming that there are no funds in the budget.

The deputy minister has an answer to this remark. According to him, the money will be taken from those government programmes that will clearly not have time to use all the funds by the end of the year.

In addition, it will be donor funds, which, according to their terms, Ukraine cannot use to finance the Armed Forces. But as soon as this money is transferred to the accounts of Ukrainians, it will become their money. And no one can forbid citizens to transfer these funds to the army.

Sobolev also denied the information that this programme would cost the budget UAH 30 billion (UAH 50 billion is expected to be raised by raising taxes). The official noted that the amount would be less.

“…the previous version of the programme was to provide support during the Covid crisis and cost about UAH 8 billion. The final amount of this programme for the 3 winter months will depend on the number of Ukrainians who want to use it. It is impossible to name the final amount now,”

– sobolev said.

The programme was initiated by President Zelenskyy on 25 October and is due to start on 1 December. According to the government, it is important that payments can also be made to children.
