Kyiv officials overpaid UAH 3.5 million during the repair of bridges and interchanges

Officials of the Kyivavtoshlyakhmist municipal enterprise have been notified of suspicion of overpayment of UAH 3.5 million during the repair of Kyiv bridges and interchanges. This was reported by the Office of the Prosecutor General, Komersant ukrainskyi reports https://www.komersant.info/

It is noted that the former acting director (currently holding the position of director) and the chief engineer of Kyivavtoshlyakhmist were served with a notice of suspicion on the fact of official negligence that caused grave consequences (Part 2 of Article 367 of the Criminal Code of Ukraine).

According to the investigation, in 2022, Kyivavtoshlyakhmist and a private enterprise entered into a contract for emergency and restoration work to replace waterproofing on the Northern and Southern Bridges, as well as on overpasses and transport interchanges in Kyiv.

Subsequently, the then acting director of the municipal enterprise did not check the compliance of the works with the estimate documentation, therefore

  • the contractor used materials not provided for in the contract and tender documentation, which led to an increase in the cost of the project;
  • additional works that were not provided for in the estimate and contract were included in the acts of acceptance of completed construction works, which also led to additional costs.

At the same time, the official signed certificates on the cost of construction works and payment orders. In turn, the chief engineer signed acts of acceptance for the construction work performed, on the basis of which budget funds were transferred to the accounts of the private company.

As a result of these actions, the capital’s community suffered losses of more than UAH 3.5 million.

The officials have been served a notice of suspicion and the issue of choosing a measure of restraint is being decided.

The investigation is ongoing. Law enforcement officers will provide a legal assessment of the actions of the contractor’s officials.
