Students to be expelled from universities for refusing military training

Refusal of male students deemed fit for military service to undergo practical basic training is grounds for their expulsion from the educational institution. This is stated in the Procedure for Basic Combined Military Training of Ukrainian Citizens Pursuing Higher Education and Police Officers, attached to the Resolution of the Cabinet of Ministers No. 734 of June 21, 2024, reports "Komersant Ukrainian"
“Completion of practical basic training for male students is a prerequisite for completing the relevant educational programme (including bachelor’s, master’s degrees in medicine, pharmacy or veterinary medicine). The refusal of a male student who has been declared fit for military service to undergo practical basic training is the basis for his expulsion from the educational institution in accordance with the legislation in the field of education,”
– the document says.
Earlier it was reported that basic general military training is carried out by persons studying full-time or dual form of education, ️cadets of higher military educational institutions and military educational units of higher education and cadets of higher educational institutions with specific conditions of study that provide police training. This includes universities of all forms of ownership.
Who needs to undergo basic military training?
Starting from 1 September 2025, students will be required to undergo basic military training.
The basic training of higher education students is conducted in higher education institutions of all forms of ownership with the aim of acquiring a military speciality, skills and abilities necessary to fulfil the constitutional duty to protect the homeland, independence and territorial integrity of Ukraine.
Basic military service will continue:
- in peacetime – up to five months, of which up to three months are spent on basic general military training and up to two months on specialised training;
- during martial law – up to three months, of which at least one month is spent on basic military training and up to two months on professional training.
The basic training is provided to adult male citizens of Ukraine (women are voluntary) who are enrolled in full-time or dual forms of education.
According to the curriculum, it must be completed by
- cadets of higher military educational institutions, military educational units of higher education institutions;
- cadets of higher education institutions with specific conditions of study that provide police training;
- police officers during their initial professional training in educational institutions with specific conditions of education that provide police training.
Women may be involved in such training if they have expressed their desire to do so no later than 6 months before the start of practical basic training.
Citizens of Ukraine who successfully complete basic training take the Military Oath. Afterwards, students receive a certificate of completion of basic training and a military speciality.
Completion of basic military training or military service will be a prerequisite for employment in the civil service or local government.
Those who have not completed military service or basic military training will not be able to work in the civil service, prosecution or police.
At the same time, citizens who are
- were declared unfit for military service for health reasons;
- have performed military service;
- have performed military service in other countries before acquiring Ukrainian citizenship;
- have a certificate of completion of basic training and military speciality.
