Scholarships for all: the government changes the rules for student support

Starting in the new academic year, students at higher education institutions in Ukraine will be able to receive academic scholarships regardless of the university’s form of ownership. This was announced by Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian".

According to her, the government has decided to regulate the payment procedure for students of private universities who previously did not have access to state academic scholarships.

The new rules will take effect in September.

The changes will take effect on September 1, 2026.

Then, students of private universities will be able to receive academic scholarships on the same terms as students of state institutions.

This means payments of at least 4,000 hryvnia per month.

Scholarships will double

According to the head of government, in 2026, the minimum student scholarship will double compared to 2025.

Funding for these payments is provided for in the budget allocations of the Ministry of Education and Science of Ukraine for 2026.

Why did the government make this decision?

According to the prime minister, the decision was a response to requests from the student community, which demanded equal conditions for all students.

Yulia Svyrydenko noted that the authorities see this as an example of how young people’s proposals can influence public policy.

The new rules mean that state financial support will be extended to a wider range of students, regardless of whether they study at a public or private university.

The government hopes that this will help to:

  • improve access to education;
  • support students financially;
  • create better conditions for young people to study and develop.
