The first family received a subsidy for renting housing for IDPs

The first family of internally displaced persons (IDPs) has received a rental subsidy from the Ministry of Social Policy of Ukraine. This is reported by "Komersant Ukrainian" with reference to the Ministry of Social Policy.

After checking the application and validating the information, the family of two people living in the Transcarpathian region received the assistance. The total amount of the subsidy is UAH 4,758 per month.

In addition, the landlord who rents to this family receives a tax refund from the state in the amount of UAH 2,352 per month, which is paid quarterly.

Oksana Zholnovych, Minister of Social Policy, noted that the rent subsidy is a completely new instrument based on a principle similar to those used in other countries.

“We will compensate landlords for the tax rates on their liabilities (within the social standard). After all, the issue of tax liabilities is the reason why many landlords are unwilling to enter into formal agreements today. We are closing this issue by ensuring that taxes are paid instead of the homeowner,” emphasized Zholnovych.

Who will be able to benefit from the rental subsidy for IDPs?

The rental subsidy will be provided to internally displaced persons who meet the following conditions:

  1. IDPs who have left the regions occupied by the Russian Federation or the war zones and do not have their own housing in conditionally safe regions of Ukraine. Their housing has been destroyed or is uninhabitable.
  2. People who want to rent individual housing but do not have sufficient financial resources to do so.
  3. Those who rent housing and spend a significant part of their income on it.

It should be noted that IDP families can apply for a rental subsidy regardless of when they acquired this status – after 2022 or after 2014

Conditions for receiving a rental subsidy

The rental subsidy will be provided under the following conditions:

  • The tenant and the landlord must not be related.
  • The tenant does not receive government assistance for IDPs.
  • The landlord does not receive compensation under the Shelter program for this housing.

How to apply for a rental subsidy?

  1. Offline: you can submit documents at the nearest service center of the Pension Fund of Ukraine (PFU) or at an administrative service center.
  2. Online: you can use the Pension Fund’s electronic services portal or a mobile application using an electronic signature (both for the tenant and the landlord).

If the landlord lives abroad, you can also sign a lease agreement online, even if you are in different countries.

Documents required to apply for a rental subsidy:

  • Lease agreement (in the prescribed form).
  • Application (in the prescribed form).
  • If necessary, copies of documents confirming the powers of the legal representative, guardian, custodian or foster parent, as well as other documents confirming special circumstances.

The documents can be submitted in person by the homeowner and the internally displaced person. If the landlord resides in another region or abroad, the documents can be submitted through an electronic form on the PFU portal or mobile application.

According to the data of the Information and Computing Center of the Ministry of Social Policy, as of the beginning of January 2025, more than 4 million 622 thousand internally displaced persons were officially registered in Ukraine. Among them, women make up 59.8% and men 40.2%.
