Court does not change the measure of restraint for Deputy Prime Minister Oleksiy Chernyshov

The Appeals Chamber of the High Anti-Corruption Court (HACC) has upheld the preventive measure for Deputy Prime Minister and Minister of National Unity Oleksiy Chernyshov. This was reported by Suspilne, "Komersant Ukrainian" reports.

Back on June 27, the court imposed a preventive measure on Chernyshov in the form of bail of UAH 120 million. This amount has already been paid. Prosecutors asked for stricter restrictions, such as an electronic bracelet, seizure of foreign passports, and removal from office, but the court did not support these requests.

The appeals filed by both the prosecution and the defense were not satisfied. Therefore, the conditions remain unchanged.

What is Chernyshev accused of?

Law enforcement officials suspect the Deputy Prime Minister of corruption during his leadership of the Ministry of Communities and Territories Development (MinRegion). The investigation believes that with his participation, a private company received a land plot in Kyiv for housing construction on particularly favorable terms – the value of the land and buildings on it was allegedly understated by almost five times, causing the state to lose more than UAH 1 billion.

In addition, officials were allegedly offered discounts on apartments as a “reward,” and Chernyshov himself was offered a book collection of works by Hryhoriy Skovoroda worth about $1,000.

What does the minister say?

At the trial, Chernyshov said that he did not receive any discounts, did not benefit from any benefits, and did not know where the objects in question were located. According to him, the prosecution is based on three episodes: the allocation of land, the offer of discounts, and a gift in the form of a book.

Chernyshev’s defense insists that the charges are unfounded. As for the book, they claim that gifts are not a crime in themselves if they are not related to official activities and do not have an “unreasonable” value: “Where does it say a thousand dollars?”

Political context

In June, when the investigation handed over the first suspicions, Chernyshov was abroad. At the time, journalist Mykhailo Tkach noted that the deputy prime minister had not returned after the detentions of his associates. At the same time, the president and the prime minister assured him that he was on a planned business trip and would return to Ukraine.
