Court Seizes Funds from Company That Renovated a House in Bucha: Details

The Kyiv Commercial Court has ordered BK-Budgroup LLC to reimburse the Regional Development Department of the Kyiv Regional State Administration 1.47 million hryvnias, which were overpaid as VAT (value-added tax) for the renovation of a high-rise building in the city of Bucha (Kyiv region) following the outbreak of Russia’s full-scale war against Ukraine.

This is evidenced by a court ruling dated March 10, reports "Komersant Ukrainian" citing EP.

In August 2023, the Department of Regional Development of the Kyiv Regional State Administration commissioned “BK-Budgroup” to perform major repairs to reinforce the load-bearing structures of a multi-unit residential building at 104-B Kyiv-Myrotska St. in the city of Bucha, Bucha District, Kyiv Region, for 32.32 million UAH.

The project involved measures to address safety hazards in the multi-unit residential building stock. Later, the price was reduced to 24 million UAH.

Subsequently, the Regional State Administration’s department entered into a construction contract with the contractor for additional work on the major renovation of the high-rise building at 104-B Kyiv-Myrotska Street for 10.77 million UAH.

In 2024, the parties terminated the agreements. The client paid only part of the cost of the work.

In substantiating its claims, the prosecutor’s office noted that, according to the terms of the contracts, the VAT amount had been unlawfully included in the agreements, which contradicts the provisions of the Tax Code of Ukraine.

As a result, Judge Olena Udalova sided with the prosecutor’s office, invalidated clause 3.1 of the construction contracts, and ordered BK-Budgroup LLC to pay 1.47 million UAH to the Department of Regional Development of the Kyiv Regional State Administration.

As reported by the Bucha City Council in February 2026, a veterans’ center for defenders and their families began operating in the city at 104-B Kyiv-Myrotska Street in Bucha.

“This is a support center for veterans where they can receive expert guidance, psychological and legal assistance, advice on employment or starting their own business, as well as necessary administrative services,” the statement read.

The founder of the Kyiv-based LLC “BK-Budgroup” is Mykhailo Dovhanych, and the director is Oleksandr Shlapakov.
