Electricity will become more expensive: NEURC increased Ukrenergo’s tariff for 2026

The National Energy and Utilities Regulatory Commission (NEURC) has approved new tariffs for NPC Ukrenergo for 2026. The cost of electricity transmission will increase by 7.2%, and the tariff for dispatch control – by 11.2%. This is reported by "Komersant Ukrainian" with reference to Ukrenergo.
Although the increase in tariffs may significantly affect the costs of energy companies and industry, Ukrenergo assures that the price of electricity for business will increase by no more than 2%, and the tariff for the population will not change at all.
How Ukrenergo’s tariff will change in 2026
The electricity transmission tariff will be increased in two stages:

The tariff for dispatch control (for the whole of 2026) will be
- 110.03 UAH/MWh.
“The tariff for the dispatch control service for the whole next year has been approved at 110.03 UAH/MWh,” the company added.
Why the tariff was increased: key reasons
NPC Ukrenergo’s tariff for electricity transmission is the main source of covering the company’s expenses for fulfilling the special obligations imposed on the company by the state (PSO) and settlements in the electricity market. The costs of balancing the power system and purchasing quick reserves (ancillary services) make up the majority of the company’s tariff for dispatching services.
All expenses related to the operating activities of NPC Ukrenergo make up only 11.1% of the transmission tariff and 27.3% of the dispatching tariff. That is, ensuring the company’s vital activity, carrying out repairs and restoration works, construction and modernization of our facilities do not occupy the largest share in the tariff structure.
The largest part of Ukrenergo’s expenses included in the tariffs is the cost of PSO, payment for quick reserves (ancillary services), loan servicing and repayment, settlements in the electricity market (purchase of electricity to compensate for technological costs, compensation to renewable electricity producers in case of generation restrictions, etc.
It is worth noting that the cost of fulfilling the PSO to renewable generation is about 50% of the transmission tariff. That is, this is the money needed to fulfill the state’s obligations, not to cover Ukrenergo’s operating expenses. Given that the volume of “green” generation is constantly and significantly growing, as well as the euro, to which the calculations are pegged, the tariff should increase accordingly to cover the payments guaranteed by the state.
The NEURC also took into account the underfunding for 2023 totaling UAH 2.68 billion. The Commission recognized the deficit of NPC Ukrenergo’s tariffs in the previous period based on the results of its own inspections and took it into account for the next year so that the company could partially pay off its debts to market participants.
What is included in the tariff (and why it is not “salaries and offices”)
According to Ukrenergo:
- the company’s operating costs are only 11.1% of the transmission tariff and 27.3% of the dispatch tariff;
- the rest is the statutory costs of PSO, reserves, loans and compensation to “green” energy sources.
Will electricity prices for businesses rise?
“Ukrenergo predicts:
- the rise in electricity prices for business will not exceed 2%.
The reason is that the share of NPC tariffs in the final price of electricity for companies is small.
However, for companies with a high share of energy consumption, this may mean
- an increase in production costs,
- higher prices for goods and services.
Will the tariff for households change?
No.
Tariffs for household consumers are determined by the government, and the change in Ukrenergo’s tariff does not affect household payments.

- modernization of power grids,
- system resilience to missile and drone attacks,
- fulfillment of international obligations to green energy producers,
