Svyrydenko: doctors’ salaries should not be lower than 35 thousand hryvnias

The basic salary of primary and emergency medicine doctors in Ukraine will be at least 35 thousand hryvnias.
This was stated by Prime Minister Yulia Svyrydenko during the presentation of the Government Action Program, "Komersant Ukrainian" reports.
“We are raising the salaries of doctors. The basic salary of primary and emergency medicine doctors should not be lower than 35 thousand UAH,” she said.
In addition, the government has provided support for young doctors: those who will work in frontline regions or villages after their internships will receive a one-time allowance of UAH 200,000 (13 times more than now). Also, doctors will be able to get service housing.
As previously reported by Health Minister Viktor Lyashko, the recalculation of basic salaries for doctors is planned for January next year.
Currently, the salaries of doctors in Ukraine vary widely, depending on the specialization, ownership of the institution, region, and management efficiency.
Average salary of doctors
- The average salary of a doctor in the country is about 23,000 ₴ per month. This figure was mentioned by the head of the NHSU, Natalia Husak.
- According to the personnel portal Work.ua, the average salary of all doctors in July 2025 was 19,000 UAH (based on vacancies).
- Other sources provide dynamics: in the first quarter of 2025, the average salary in the medical sector was 17.2 thousand UAH, while in the best quarters it reached 18.2 thousand UAH.
Differences by region and specialty
- In Zakarpattia Oblast: the average salary of a doctor is 26,000 UAH; in an oncology center – more than 40,000 UAH.
- In a district or village hospital: 21,000-24,000 UAH for general practitioners.
High salaries in some institutions
- In the Kyiv Cancer Center, the average salary of a doctor reaches 66,000 UAH, and some doctors receive about 100,000 UAH.
- The payment system remains flexible: much depends on the management of the institution and its financial capacity.
Private vs. public sector
- In private clinics, doctors can earn 1.5-2 times more than in the public sector. For example, a dentist in a big city can earn $4-5 thousand per month (~160,000-200,000 ₴)
