Millionaire’s son may become Energy Minister: what is known about Maksym Kozytskyi

Amid a large-scale corruption scandal at Energoatom, the Ministry of Energy has been experiencing staff turbulence. Minister of Energy Svitlana Hrynchuk and her predecessor, the current Minister of Justice Herman Halushchenko, resigned. Meanwhile, MP Yaroslav Zheleznyak said that the candidacy of the head of the Lviv Regional State Administration Maksym Kozytskyi is being considered for the post of Energy Minister, "Komersant Ukrainian" reports
“Maksym Kozytskyi, the head of the Lviv Regional State Administration, is one of the candidates being pushed for this position. The man is 100% loyal to the head of the OP,” Zheleznyak wrote.
Who is Maksym Kozytskyi?
maksym Kozytskyi, 44, has been the head of the Lviv Regional Administration for more than five years, a record among current heads of regional administrations.
He is considered a person loyal to the head of the Presidential Office, Andriy Yermak, wrote MP Yaroslav Zheleznyak, noting that “before the minister’s chair had time to cool down, Yermak had already proposed his candidate.”
He graduated from Danylo Halytsky Lviv National Medical University (2004) with a degree in medical care and received a master’s degree in medicine (2006).
In 2007, he received two more degrees:
- ivan Franko National University of Lviv, specializing in accounting and auditing;
- master’s degree in Organization Management from the National University of Kyiv-Mohyla Academy.
Work experience
- february 2020 – present: Head of Lviv Regional State Administration;
- 2016-2020: Director of Eco-Optima LLC (renewable energy);
- 2014-2016 – Deputy CEO of Prykarpattya Energy Company LLC;
- 2009-2014 – General Director, Deputy General Director of Prykarpattya Energy Company LLC (part-time);
- 2010-2014 – Deputy General Director for General Affairs of Ukrnaftogazinvest LLC;
- 2008-2010 – Member of the Supervisory Board of Ukrnaftogazinvest LLC;
- 2007-2008 – Methodologist at the Lviv Regional Health Center;
- 2007 – Deputy Director of Ukrmedresurs LLC;
- 2004-2006 – intern in surgery at the Internship of the FPDO of Danylo Halytsky Lviv National Medical University.
Until 2020, Kozytskyi was a director of Eco-Optima LLC, a company specializing in renewable energy, including the construction of solar and wind power plants.
The company is a part of the Zakhidnadraservice group, which is controlled by his father, Zinoviy Kozitsky.
Maksym Kozytskyi is also a member of the Lviv Regional Council from the Servant of the People party.

Zynoviy Kozytskyi, the father of the head of the Lviv Oblast State Administration, is one of the richest businessmen in Lviv. In 2021, he became one of the hundred richest Ukrainians according to the NV rating
According to the 2021 rating of NV magazine, his fortune was estimated at $145 million, which ranked him 70th among the richest Ukrainians.
For many years, Zinoviy Kozytskyi has owned oil and gas production companies, as well as firms specializing in renewable energy, such as solar and wind power plants.
Therefore, his son’s appointment as Energy Minister may raise questions about potential conflicts of interest and the influence of the family’s business on state energy policy.
