Now without bureaucracy: how to install a solar power plant on roofs

Ukraine has significantly simplified the procedure for installing solar power stations on roofs and facades of buildings. From now on, no permits or registration with state architectural and construction control authorities are required to install such systems. This was announced by Ukrainian Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian".

What the government decided

According to the head of government, the relevant changes were adopted to accelerate the development of autonomous and decentralized energy in Ukraine, particularly in the context of energy threats and power outages.

Previously, the installation of solar power plants on buildings was interpreted as:

  • reconstruction;
  • or major repairs.

Because of this, owners had to obtain permits, go through registration procedures, and interact with state architectural control authorities.

Now, such work is officially excluded from the list of those requiring special permits.

How solar power plants are now installed

According to the updated rules:

  • the installation of solar power plants on roofs and facades is carried out on the basis of a technical survey report of the building;
  • permits and registration with state architectural and construction control authorities are no longer required.

This significantly reduces the time and costs for citizens, businesses, and condominium associations planning to install solar panels.

Why the procedure was simplified

The government explains that the new rules are intended to:

  • accelerate the development of domestic and commercial solar power generation;
  • reduce bureaucratic burdens;
  • stimulate the transition to energy independence for buildings;
  • increase the stability of the energy system during crisis situations.

Additional support programs

It was also previously reported that the state program “SvitloDom” (LightHouse) was launched, which provides financial assistance to condominiums to ensure autonomous power supply during prolonged power outages.

Together, these decisions should create favorable conditions for the mass installation of solar power plants in the residential and commercial sectors.
