What is known about the tragedy on the cable car in Kyiv

On Sunday, July 21, 2024, in Kyiv, during the crossing of the Dnipro River to Trukhaniv Island, the ropeway on which a person was descending broke.

The rope was pulled, but without a person.

According to the information of the National Police, after conducting a survey at the scene, it was possible to find out that a guy, approximately 30 years old, was on the attraction when the rope broke.

As the Telegram channel Operative ZSU reports with reference to sources in law enforcement agencies, the boy came from Vinnytsia to rest in Kyiv, and he died as a result of the incident.

The Kyiv police reported that investigators of the Pechersk police department have initiated criminal proceedings under two articles of the Criminal Code of Ukraine:

Part 2. Art. 272 — violation of safety rules by a person who is obliged to observe them, if this violation created a threat of death

Part 3 of Art. 367 — official negligence that caused the death of a person

The Pechersk District Prosecutor’s Office of Kyiv has launched an investigation into the incident of a 20-year-old boy falling from a trolley into the water. The law enforcement officers also reminded that three years ago they demanded the closure of this attraction.

They noted that in 2021, the Kyiv City Prosecutor’s Office tried to stop the operation of this attraction. Thus, the law enforcement officers appealed to the Economic Court of the capital with a lawsuit to declare illegal and cancel the order of the KMDA, according to which the company without experience in the implementation of similar projects and experience in operating attractions of this type won the competition for the arrangement of the attraction.

The defendants in the case were KMDA, the PLESO utility company and the winner of the Active Country competition.

However, the prosecutor’s office refused to satisfy the claim. They indicate that the courts and the defendants did not agree with the position of the prosecutor’s office that the cable car across the Dnipro belongs to attractions of increased danger.

“Furthermore, during the trial, it will be established that at the time of the investment competition and the trial, the design and technical documentation for the attraction had not been developed. However, until today’s tragic incident, none of the officials of the KMDA, who held the contest to determine the winner, were bothered by this,” the prosecutor’s office emphasized.

Denys Kurta, the owner of the ropeway, the director of Active Country LLC and one of the company’s founders, promised to cooperate with the investigation.

Kurta expressed his condolences to the family and relatives of the deceased boy, promising to do everything possible to understand the causes of the tragedy.

“A great tragedy happened and a person died. This should not have happened and should not happen,” he emphasized.

According to the owner of the attraction, the company is ready to cooperate with the investigation.

“We will definitely make the results of the investigation public,” Kurta promised.
