Trump and Zelensky to have a phone conversation

Ukrainian President Volodymyr Zelenskyy and US President Donald Trump will have a phone conversation next week.

This was reported by Sky News TV channel, citing sources, "Komersant Ukrainian" reports.

“Volodymyr Zelenskyy and Donald Trump will have a phone conversation next week after the Ukrainian leader said he wanted to discuss a peace plan with his American counterpart,” the publication said.

According to media sources, Trump’s plan was sharply criticized during yesterday’s meeting of EU foreign ministers in Brussels.

Particularly sharp objections came from Poland, Italy, France, Lithuania, and Germany.

What does Trump’s 28-point plan entail?

According to a plan released by Axios, the 28-point plan for a peaceful resolution of the Russia-Ukraine war forces Kyiv to give up the Donbas, significantly reduce the size of its army, and agree to never join NATO. Here is its full content:

  1. Reaffirmation of Ukraine’s sovereignty.
  2. A comprehensive non-aggression agreement between Russia, Ukraine and Europe. All controversial issues of the past 30 years are closed.
  3. Russia does not invade its neighbors, NATO does not expand further.
  4. NATO-Russia dialogue with the participation of the United States for de-escalation and security.
  5. Ukraine receives security guarantees from the United States.
  6. Ukraine’s army is limited to 600,000 troops.
  7. Ukraine confirms its neutral status. NATO declares that it will not accept Ukraine into the Alliance.
  8. There will be no NATO troops in Ukraine.
  9. European fighter jets are deployed to Poland.
  10. The United States receives compensation for its guarantees: Ukraine loses guarantees if it attacks Russia. If Russia attacks again, there will be a decisive response, all sanctions will be returned, the recognition of new territories and other benefits of this agreement will be canceled. An unjustified missile strike by Ukraine against Moscow or St. Petersburg would cancel the guarantees.
  11. Ukraine is entitled to temporary economic preferences in the EU.
  12. A global plan for the reconstruction of Ukraine: investments, energy, infrastructure, technology, resources.
  13. Gradual reintegration of Russia into the global economy and possible return to the G8.
  14. The frozen assets of the Russian Federation are distributed as follows: $100 billion for the reconstruction of Ukraine under the leadership of the United States. the United States receives 50% of the profits from these investments. Europe adds another $100 billion. The frozen funds of the Russian Federation are unblocked, and the remaining assets are directed to a joint US-Russian fund for individual projects.
  15. A U.S.-Russian security control group is created.
  16. Russia legally enshrines its policy of non-aggression against Ukraine and Europe.
  17. The US-Russia nuclear agreements, including START, are extended.
  18. Ukraine reaffirms its non-nuclear status.
  19. ZNPP is launched under IAEA control; electricity is split 50/50 between Ukraine and Russia.
  20. Countries introduce educational programs on respect and tolerance. Ukraine will apply EU rules on religious and language rights. Both sides will abolish all discrimination and guarantee freedom of the media and education. Nazi ideology will be completely banned.
  21. Crimea, Luhansk and Donetsk regions are de facto recognized by the United States as Russian. In Kherson and Zaporizhzhia regions, hostilities will be frozen along the contact line. Part of Donetsk region becomes a demilitarized buffer zone under the Russian Federation. Russia will give up the other agreed territories it controls outside the 5 regions.
  22. Neither side will change the borders by force. Security guarantees are canceled upon violation.
  23. Russia will not interfere with Ukraine’s access to the Dnipro River and grain exports through the Black Sea.
  24. A humanitarian committee will be set up: “all for all” exchanges, return of all civilians and children, family reunification, and assistance to victims of the conflict.
  25. Elections in Ukraine in 100 days.
  26. Full amnesty for all parties to the conflict.
  27. The agreement is legally binding. Its implementation will be monitored and guaranteed by the Peace Council headed by President Donald J. Trump
  28. After signing, an immediate ceasefire and withdrawal of troops to agreed positions.

“Security guarantees” for Ukraine based on NATO Article 5

The peace plan includes security guarantees modeled after NATO Article 5, which obliges the United States and European allies to consider an attack on Ukraine as an attack on the entire “transatlantic community,” Axios writes.

The publication notes that President Volodymyr Zelenskyy’s main goal in the peace talks is to obtain reliable security guarantees from the United States and Europe, and this is the first time Trump is ready to put them on the table. The guarantees include the following “framework”:

1. A Russian attack is a threat to the entire transatlantic community

The United States will consider a large-scale and deliberate Russian invasion across the ceasefire line a threat to the security of the entire transatlantic community.

In this case, the US president, in consultation with Ukraine, NATO, and Europe, will determine the necessary steps, from the use of force to diplomatic and economic action. Violations will be assessed by a joint US-NATO-Ukraine mechanism.

2. NATO acts together with the United States

France, the United Kingdom, Germany, Poland, Finland and other allies reaffirm that Ukraine’s security is part of Europe’s security. They are committed to responding in concert with the United States, providing a unified position to deter aggression.

3. Guarantees for 10 years of joint supervision

The document comes into force immediately after signing, for a period of 10 years with the possibility of extension. Compliance with the safeguards will be monitored by a joint monitoring commission led by European partners and the United States.
