Three documents of the peace plan: what Ukraine is preparing together with the US and the EU

For the first time, President Volodymyr Zelenskyy explained in detail what documents Ukraine, the United States, and European partners are working on as part of a potential peace agreement. These are three separate documents that should form the political, security, and economic framework after the active phase of the war is over. All three are being developed in parallel as part of the negotiation process, Volodymyr Zelenskyy told reporters, "Komersant Ukrainian" reports
20-point framework document: the basis of the future agreement
According to Zelenskyy, the first document is a framework document consisting of about 20 points. It is not static – it is constantly being refined and adapted to the realities of the war and the positions of partners.
“There is a 20-point framework document, it is constantly changing – and this is normal. It isa living structure that should meet the interests of Ukraine, Europe and the whole world,” the President explained.
This document should set out the general principles of peaceful settlement and approaches to further negotiations.
2. Document on security guarantees: the future defense system of Ukraine
The second document concerns the security guarantees that Ukraine plans to receive from the United States and European countries.
Zelenskyy emphasized that work on the document is ongoing, and the Ukrainian side expects proposals from both the military command and partners.
“We are working on security guarantees. I am waiting for proposals from our military and the results of their dialogue with American partners. All this must be combined with the principles of the Coalition of the Willing,” the president said.
The security guarantees are supposed to prevent the recurrence of aggression and to fix international commitments to support Ukraine.
3. Recovery document: a plan for post-war reconstruction
The third document concerns Ukraine’s post-war recovery – economic, infrastructural, and social.
“This is a project that should work after the war ends or there is a ceasefire,” Zelenskyy said.
Western partners are involved in the work on the document and are considering various formats of long-term support.
Partners’ position and next steps
Zelenskyy confirmed that these documents are also being discussed with European leaders. Finnish President Alexander Stubb also mentioned three separate areas earlier:
- a framework document,
- an agreement on security guarantees,
- an agreement on the reconstruction of Ukraine.
At the same time, on December 10, Ukraine is to submit an updated vision of the peace plan to the United States.
At the same time, sources say that the talks between Kyiv and Washington have not yet yielded an agreement on territorial issues – the US allegedly insists on concessions on Donbas, which Ukraine categorically rejects.
