Digital revolution in the wallet: The Cabinet of Ministers approved a single digital card for all benefits

On July 30, 2025, the Cabinet of Ministers of Ukraine officially approved the launch of Diya.Kartka, a digital tool designed to combine all government payments into one account. This was announced by Prime Minister Yulia Svyrydenko on her Telegram channel, "Komersant Ukrainian" reports.

According to the head of government, the introduction of the “Diia.Card” will allow citizens to receive social assistance through one convenient digital interface, while the state will receive a reliable mechanism to control the targeted use of funds. This is especially true for clearly defined benefit programs such as eBaby, eBook, Veteran’s Sports, and Schoolchildren’s Package. Previously, funds under these programs were paid to Ukrainians separately. Therefore, Ukrainians had to open a separate account and apply for a new bank card every time they received funds under a particular government program.

In addition to social initiatives, the new universal card will also be used to receive payments on military bonds, unemployment benefits, payments for internally displaced persons, pensions and other forms of financial support. Thus, instead of having several accounts, Ukrainians will have a single platform for receiving any state aid.

According to the Cabinet of Ministers, the economic effect of the launch of the Diia.Card should be realized in a reduction of administrative costs for the management of benefits and in a more efficient use of budget funds. The introduction of the card will also increase the transparency of public funding and reduce the risk of abuse.

The initiative was launched in December 2024, when Minister of Digital Transformation Mykhailo Fedorov announced the creation of a multi-account card for social payments in cooperation with several banks. At that time, the first payment under Diia.Karta was the eBook program, which was later planned to be integrated with other social services.

The development of the system is focused on cooperation with partner banks that have integration with the Diia platform. The government hopes that Diia.Card will gradually become available to a wide range of citizens entitled to social benefits, including pensioners, IDPs, the unemployed, and recipients of child benefits.

For the business environment, the introduction of the card means a potential reduction in the burden on the social assistance banking infrastructure and the segment of small businesses that cooperate with social programs. In addition, combining several accounts into a single digital product can simplify interaction with the state for ordinary citizens and increase trust in public administration.

Since the card supports the separation of payments into separate accounts (for example, for a pension, for the eBaby program, or for a veteran), this allows you to guarantee the targeted use of funds and avoid their misuse. Thus, a veteran or a family with a child going to first grade will receive funds for different purposes, but on one “platform” – a new multifunctional bank card, which will increase the efficiency of control over the targeted distribution of this money.

The launch of Diia.Karta is a logical step towards the digitalization of public services, integration of banking and social services, and more effective control over public funds. From now on, each new social payment will not mean an additional card for citizens, as one universal digital product will be enough.
