TCC will be able to see data on unpaid fines and court cases in the Oberig register – Zelenskyy signs law

On 26 June, President of Ukraine Volodymyr Zelenskyy signed Law No. 3783-IX (Bill 11143) amending certain laws of Ukraine to improve the procedure for maintaining military records. This document expands the list of information to be entered into the Oberig register, reports "Komersant Ukrainian"

The amendments to the law stipulate that the register will include information on bringing to administrative responsibility for committing an administrative offence under Articles 210, 210-1 of the Code of Ukraine on Administrative Offences, as well as information on the enforcement of a decision against a debtor.

The same applies to unpaid fines by tax evaders – information about this, including the blocking of their accounts, will also be displayed in Oberiz.

In accordance with Article 7 of the Law “On the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists”, the register also includes personal data of persons liable for military service.

How mobilisation takes place in Ukraine

Ukrainian men between the ages of 25 and 60 are subject to mobilisation. From the age of 18 to 25, men can be mobilised, but only voluntarily, and from 25 to 60 – compulsorily. The law does not provide for any demobilisation periods for them during the war.

According to the new requirements, all men between the ages of 18 and 60 must have a military registration document and present it at the request of authorised representatives. Military registration documents issued before 18 May 2024 remain valid and do not need to be replaced. The Cabinet of Ministers has approved a new form of the document, which can be issued in both paper and electronic form. A paper document is issued within 5 days, while an electronic document is generated through an electronic cabinet.

Since 17 June, representatives of state authorities have been entitled to take photos and videos during document checks, as well as to use software to check information about a citizen in the Oberig register of conscripts. Special barcodes will also be inserted into the document to show data updates. In case of violation of the rules of military registration or the absence of a document, a citizen may be detained and taken to a recruitment centre.

In Ukraine, men aged 18-60 must update their military registration data within 60 days, including their current residential address and contact details. The update can be done in person or remotely via an electronic cabinet. Those who are abroad can send the data by email or by phone. Updating the data is necessary to receive consular services. In the future, data updates will be required after each mobilisation. The summons may be delivered in person or sent to the specified address of residence, and refusal to receive it does not exempt from obligations.
