Temporary protection ends: when and what alternatives the EU gives Ukrainians

The EU is preparing for the end of the temporary protection regime for Ukrainians. Ukrainians who are in the EU countries under the temporary protection program are already being recommended to decide on their plans: to stay in Europe by switching to another legal status or to prepare for returning to Ukraine, "Komersant Ukrainian" has reported citing a document published by the EU Council.
In it, the organization released recommendations on a coordinated approach of member states to the end of temporary protection. The document contains a list of measures that should mitigate the transition period for both Ukrainians and the countries that host them.
In particular, it proposes:
- transition to other legal statuses – residence, study or work permits;
- replacing temporary protection with national or long-term permits that would allow legal stay in the EU;
- organizing study visits to Ukraine so that people can check the condition of their accommodation, meet their relatives or assess the conditions for return;
- funding voluntary return programs that will include assistance with housing, medical accompaniment and reintegration support in the home country;
- protection of vulnerable groups – children, people with disabilities, those who need special protection so that they can remain in the EU for a certain period of time after their status ends;
- creation of “unity centers” where Ukrainians can get advice on legal status, employment and return opportunities.
New support tools
The EU plans to launch online platforms where refugees can learn about opportunities to legalize their stay, free language courses, requalification programs and job vacancies in different countries. The creation of hotlines with multilingual support to explain legal nuances is also being discussed.
In addition, the European Commission is considering joint programs for Ukrainian entrepreneurs who want to bring their business back to Ukraine, including grants for business recovery and tax benefits in the first months after their return.
Social challenges and integration
The EU Council recognizes: the return of large numbers of people may put a strain on Ukrainian infrastructure and labor market. Therefore, part of the efforts will be directed to support Ukrainian communities where the largest flow of returnees is expected.
For those who decide to stay, the EU countries plan to expand access to education, medicine and social programs to avoid situations of illegal stay after 2027.

A clear deadline
Temporary protection will expire on March 4, 2027. The European Commission urges member states to prepare in advance, so that the transition was gradual and as comfortable as possible.

Thus, the EU offers a balanced approach: integrating those who want to stay and supporting those who decide to return to avoid drastic social and economic disruption. The decision of each Ukrainian will be an important factor not only for his or her own future, but also for the development of Ukraine and its relations with the EU.
