Tymofiy Mylovanov resigned from the Supervisory Board of Energoatom

on November 11, Tymofiy Mylovanov announced his decision to resign as a member of the Supervisory Board of Energoatom. He announced this on Facebook, "Komersant Ukrainian" reports.
He stated that he had filed an official request to convene an extraordinary meeting of the board to make two key decisions:
- Temporarily suspend all officials whose names appear in the materials of NABU investigations and journalistic investigations to ensure the objectivity of the process.
- Establish an independent Ethics and Compliance Committee to fully review procurement procedures, financial transactions and control systems, with the involvement of international experts and a forensic audit.
“I believed and still believe that NABU’s statements, journalistic investigations and public attention are sufficient reason for such steps. This is exactly why the Supervisory Board exists: to act when responsibility and common sense are required,” Milovanov said.
He added that the decisions made have become formal, and the work of the board itself has become bureaucratic.
“They listened to the team where everything was fine. We were convinced for hours that there were no threats. This is a deep failure,” he emphasized.
Milovanov noted that the proposals were not implemented due to bureaucratic obstacles: only procedural issues were discussed, and no real actions on transparent compliance were launched.
“I feel that we are just being talked down to. And I don’t see the determination in anyone that I feel in myself,” he wrote.
He added that attempts to initiate active steps by the council were unsuccessful, and the situation with NABU was supposed to be a signal for action, but this did not happen.
Milovanov emphasized that the main goal of his initiatives was to ensure transparency and fight corruption within the strategic enterprise.

Who is Tymofiy Mylovanov?
Tymofiy Mylovanov is a Ukrainian economist, former government official and scholar. He was born on March 18, 1975 in Kyiv.
Education and career
- He graduated from the school of natural sciences and mathematics No. 145 in Kyiv.
- He studied at the Kyiv Polytechnic Institute (KPI), majoring in management.
- In 1999, he received a master’s degree in economics from the Kyiv-Mohyla Academy (through the Consortium for Economic Research and Education).
- In 2001, he received another Master’s degree in Economics from the University of Wisconsin-Madison (USA), and in 2004, he received a Ph.D. in Economics from the same university.
- He has taught at various universities, including the University of Bonn (Germany), the University of Pennsylvania (USA), and the University of Pittsburgh (USA).
- His research interests include game theory, contract theory, and institutional design.
Work in Ukraine
- In July 2016, he was appointed a member of the Council of the National Bank of Ukraine (NBU). In October 2016, he became Deputy Chairman of the NBU Council.
- on August 29, 2019, he was appointed Minister for Development of Economy, Trade and Agriculture of Ukraine.
- He held the position until March 4, 2020.
- After leaving the government, he returned to research/education and became President of the Kyiv School of Economics (KSE).
- In 2021, he became the Chairman of the Supervisory Board of the State Concern “Ukroboronprom”.
Tymofiy Mylovanov has been recognized as one of the leading economists in Ukraine and was included in the Top Economic Thinkers rating by Forbes. He also contributed to academic development: Under his leadership, KSE planned large-scale investments in a new campus in Kyiv.
What is known about corruption at Energoatom?
on November 10, the NABU announced that it had uncovered a corruption scheme at Energoatom that involved current and former energy officials. The criminals received undue benefits from the company’s contractors in the amount of 10-15% of the value of contracts, using the so-called “barrier” scheme to control payments and the status of suppliers.
The scheme involved a former deputy head of the State Property Fund, who became an advisor to the Minister of Energy, and a former law enforcement officer, who was the executive director of physical protection at Energoatom. Law enforcement officers found that the actual management of a strategic enterprise with an annual revenue of over UAH 200 billion was carried out by unauthorized persons without formal authority.
In addition, the NABU uncovered the “Legalization” scheme, in which a Kyiv office associated with the family of former Russian MP Andrii Derkach laundered money through a network of non-resident companies. About $100 million passed through this scheme, keeping “black books” and issuing cash outside of Ukraine.
According to MP Yaroslav Zhelezniak, the members of the criminal organization identified so far include:
- former advisor to the Minister of Energy Ihor Myroniuk;
- dmytro Basov, Executive Director for Physical Protection and Security of Energoatom JSC;
- businessman and head of the criminal organization Timur Mindich;
- four people – employees of the back office for money laundering.
At the same time, NABU reported only on searches at Energoatom, without mentioning Mindich or Halushchenko.
For his part, President of Ukraine Volodymyr Zelenskyy emphasized the need for transparency at Energoatom and the inevitability of punishment for corruption schemes in the energy sector.
MP Yaroslav Zheleznyak submitted resolutions to the Verkhovna Rada to dismiss Justice Minister Herman Halushchenko and Energy Minister Svitlana Hrynchuk.
