In 2026, teachers will receive 50% of their salary, students will receive almost double scholarships

In 2026, teachers will receive a significant salary increase, almost 50%. This process will take place in two stages. The first increase is expected in January, the second – in September. What other bonuses are being prepared in the education sector – in the article "Komersant Ukrainian".
Teachers are waiting for a salary increase
Starting in January 2026, teachers’ salaries will increase by 30%. So far, UAH 91.8 billion of educational subventions have been distributed. Another UAH 21.4 billion has been redirected within the budget to ensure payments without increasing the overall state budget deficit. The second stage of the increase by another 20% is planned for September 2026, the Cabinet of Ministers said. According to forecasts, the minimum salary will be about UAH 21 thousand.
It also provides funding for additional payments for teachers working in difficult conditions. This means more than 409 thousand teachers who will receive additional payments from January to August 2026.
Special attention is paid to teachers in frontline communities – about 25.5 thousand people. They will receive a monthly supplement of UAH 4,000 after taxes.
In total, the Ministry of Education and Science has budgeted UAH 10.37 billion for these needs.
The education sector will receive a total of UAH 265.4 billion, which will be used not only for salaries but also for school modernization, the eHouse affordable lending program (UAH 15.8 billion) and funding for meals for 4.4 million students (UAH 14.4 billion). As a result of these decisions, the average teacher’s salary will increase from about UAH 16,000 to about UAH 24,000, depending on the teaching category and allowances.
Scholarships for students will be increased
The state budget of Ukraine for 2026 provides UAH 6.6 billion to pay academic and personalized scholarships to students of educational institutions. This is UAH 1.2 billion more than in 2025, according to the Ministry of Finance.
The new, increased scholarship amounts will come into effect on September 1, 2026. And they will be the same for higher education institutions:
- the scholarship of the President of Ukraine will increase from UAH 10,000 to UAH 20,000 per month;
- the scholarship of the Verkhovna Rada of Ukraine – from UAH 4,400 to UAH 8,800;
- the scholarship of the Cabinet of Ministers of Ukraine – from UAH 4,000 to UAH 8,000;
- minimum academic scholarship – from UAH 2,000 to UAH 4,000;
- increased academic scholarship (for special achievements) – from UAH 2,910 to UAH 5,820;
- industry-specific scholarship – from UAH 2,550 to UAH 5,100;
- industry-based scholarship (increased) – from UAH 3,710 to UAH 7,420.
College students will also receive an increase:
- the scholarship of the President of Ukraine will increase from UAH 7,600 to UAH 15,200;
- the scholarship of the Verkhovna Rada of Ukraine – from UAH 3,320 to UAH 6,640;
- minimum academic scholarship – from UAH 1,510 to UAH 3,020;
- increased academic scholarship (for special achievements) – from UAH 2,197 to UAH 4,394;
- industry-specific scholarship – from UAH 1,930 to UAH 3,860;
- industry-specific scholarship (increased) – from UAH 2,809 to UAH 5,618.
Currently, the regular academic scholarship is UAH 2,000 per month, the increased scholarship is UAH 2,910 per month, and for technical specialties (mechanical engineering, energy, mining, metallurgy, etc.) it is UAH 2,550 and UAH 3,710 per month, respectively. Social scholarships for higher education institutions amount to 1,180 UAH/month, orphans receive 4,542 UAH/month (aged 18 to 23) and 4,794 UAH/month (under 18).
