In 2026, teachers’ salaries will be raised in two stages: what is known

Starting from January 1, 2026, Ukraine will see a large-scale increase in the salaries of pedagogical and scientific and pedagogical workers – by 30%. The Cabinet of Ministers of Ukraine made the decision by approving a resolution developed by the Ministry of Education and Science of Ukraine. This was reported by the Ministry of Education and Science, "Komersant Ukrainian" informs
The increase will apply to all pedagogical and scientific-pedagogical employees of state and municipal institutions, regardless of their subordination. The decision is in line with the previously declared commitments of the government and the Verkhovna Rada of Ukraine under the Law of Ukraine “On the State Budget for 2026”.
How much money is provided in the budget
The State Budget for 2026 allocates UAH 64.6 billion for salary increases for pedagogical staff of general secondary education institutions and research and teaching staff of higher education institutions financed from the state budget.
At the same time, the increase in salaries applies not only to school and university teachers, but also to teachers of
- preschool education institutions
- out-of-school education
- vocational education;
- professional higher education.
Most of these institutions are financed from local budgets.
How communities will cover the costs
Due to the increase in the amount of educational subvention and other state budget programs, communities will receive additional financial resources.
Part of the funds will come in the form of personal income tax (PIT) and remain in local budgets, which will partially offset the cost of raising salaries for teachers funded from local funds.
Additional payments for work in unfavorable conditions
In addition to the salary increase, in 2026, teachers of general secondary education institutions will continue to receive additional payments for working in unfavorable working conditions.
UAH 10.37 billion has been allocated from the state budget to pay such additional payments in the period from January to August 2026. More than 409,000 teachers, including more than 25,500 who work in the frontline areas, will receive the additional payments.
The amount of the monthly supplement will be:
- uAH 2000 (or UAH 2600 before tax) for all teachers;
- uAH 4000 (or UAH 5200 before tax) for teachers working full-time in the frontline areas.
For employees with a workload of more than one rate, the amount of the additional payment will increase proportionally.
Further salary increases
As a reminder, the government has previously announced a phased increase in teacher salaries:
- from January 1, 2026 – a 30% increase;
- from September 1, 2026 – an additional 20% increase.
The government calls this the largest comprehensive salary increase for teachers in recent years, which should enhance the prestige of the profession and support educators in wartime.
