In March, subsidies will be recalculated for the first time under the new rules: what has changed

In March 2025, the Pension Fund of Ukraine will automatically recalculate housing subsidies for households whose income has changed by more than 50% over the past six months. This was reported by the press service of the institution, "Komersant Ukrainian" reports.
This applies both to cases where incomes have decreased and to cases where incomes have increased.
“When recalculating payments from March 2025, the average monthly total income is taken into account for the third and fourth quarters of 2024, which is compared with the income for the first and second quarters of 2024 (it was for this period that the income was taken into account when calculating the housing subsidy for the heating season). If the comparison shows that the income has changed by more than 50 percent up or down, the amount of the housing subsidy is revised,”
– the PFU reported.
This recalculation is carried out automatically and does not require an application from citizens. The recalculation is done twice a year – in March and August.

Recalculation – according to the new rules
It is worth noting that the recalculation in March will be carried out for the first time according to the new procedure approved by the Resolution of the Cabinet of Ministers of Ukraine No. 303. This refers to a change in the procedure for calculating the average monthly total family income. Now, some payments are no longer taken into account in the calculation of subsidies, while others are added to the total income.
Key changes in the calculation of total family income
Resolution No. 303 clarified the list of payments that are taken into account or not taken into account when calculating the average monthly family income. Key changes include:
- Thehousing subsidy is not included in the total family income. This means that receiving such assistance will not affect the possibility of receiving other types of social assistance.
- Alimony is included in the average monthly total family income. Thus, the alimony received will now be taken into account when calculating the right to state aid.
- Military salaries will be taken into account in the amount remaining after the payment of the military fee. This will help to determine the income of servicemen more correctly when awarding housing subsidies.
How this will affect recipients of subsidies and assistance
The changes to the resolution may affect many citizens, in particular:
- Tenants who receive a rental subsidy will not lose their right to other types of assistance because of this payment.
- Families with children receiving alimony may see changes in their income calculations for subsidies and other benefits.
- Military personnel will receive a fairer calculation of their income when applying for state aid.
What citizens should do in connection with the changes
Citizens who already receive social benefits or subsidies are advised to:
- If necessary, contact the social protection authorities to clarify the details of the recalculation.
