Some medical services to be paid for in public hospitals: list

Starting from 1 January 2025, some medical services in Ukraine will become paid for. The Cabinet of Ministers of Ukraine has adopted the relevant resolution, "Komersant Ukrainian" reports

The government has defined a list of cases in which state-owned and municipally owned healthcare facilities can provide paid medical and additional services to patients not covered by the medical guarantee programme.

According to Viktor Lyashko, Minister of Health of Ukraine, this decision will help increase the transparency of the healthcare system, as well as systemise and regulate financial revenues to healthcare facilities.

“This will help to reduce informal payments and corruption, as each patient will clearly know what is and is not covered by the healthcare guarantee programme. The cost of paid services will be paid to the official account of the hospital at a clearly defined tariff,”

– said Lyashko.

The Minister also adds that hospitals have enough time to formulate lists of paid services and properly inform patients.

What services will become paid for

According to the decision, patients will pay for medical services in full in the following cases

  • a patient’s request without a doctor’s referral, unless a referral is required by law;
  • provision of medical services by healthcare institutions under contracts with legal entities;
  • provision of healthcare services in healthcare facilities of the security and defence sector and the State Administration of Affairs to patients who do not belong to the assigned contingent;
  • provision of medical services that are not covered under the programme of state guarantees of medical care for the population.

The resolution also defines the cases in which patients will pay only for additional services, while the cost of the medical service itself will be covered by the medical guarantee programme.

These include:

  • provision of medical services at the patient’s place of residence (home) or stay, provided that this is the patient’s wish and not due to his or her medical condition;
  • the opportunity to choose a doctor when receiving specialised medical care in a planned manner in an inpatient setting;
  • stay in a ward with a higher level of comfort and service at the patient’s request.

The innovations will come into force on 1 January 2025.

The Ministry of Health noted that before the resolution comes into force, they will revise the table comparing medical services with the codes of the national classifier so that the medical guarantee programme clearly defines the list of services that are free of charge and those that may be paid for.

The Ministry of Healthcare has obliged hospitals to publish on their official websites and post on information stands in the premises of hospitals full information with a list of paid medical services with their cost, as well as a full list of free medical services provided under the state guarantee programme.
