In Diia, you can apply for reparations from the Russian Federation: who can do it and how

Starting 25 July, all Ukrainians will be able to submit an application to the register through the Diia administrative services application, which will become the basis for future reparations (full or partial compensation for damages caused by a state that has launched an aggressive war under a peace treaty or other international acts – ed.) This was reported by "Komersant Ukrainian" with reference to the Telegram channel of the Minister of Digital Transformation of Ukraine Mykhailo Fedorov.

“Report destroyed and damaged housing to the International Register of Damage in The Hague (the city in the Netherlands where the International Court of Justice sits – ed.) If your home has been damaged or destroyed as a result of Russian aggression, fill out an application to the International Register of Damage,” the head of the relevant ministry wrote.

Mykhailo Fedorov also said that previously, in order to submit an application, it was necessary to register the property in the State Register of Property Rights (SRPR) and have a commission inspection report. Now the system has been finalised and the service can be used even if

  • the property is located in the temporarily occupied territories or in the combat zone
  • the property right is not registered in the Register of Property Rights;
  • you do not have a certificate of damaged property from the local authorities and have not applied for the eVindustriya programme;

How to get the service

  1. Register or log in to the citizen’s account on the portal diia.gov.ua using an electronic signature.
  2. Fill out the application.
  3. Add information about:
  • real estate;
  • ownership
  • residents
  • circumstances of the damage;
  • evidence of damage and cost of damage;
  • amount of compensation;
  • place of residence;
  • contact details.

After the application is entered into the International Register of Losses, it will be processed and registered (if it meets all the requirements). After the compensation mechanism is developed, the claim and the evidence will be submitted to the future Claims Commission for consideration on the merits and a decision on the payment of compensation. The status of the application and notifications on the progress of the application will be received in the citizen’s account in the portal and in the Diia mobile application.

What is the International Register of Losses?

The International Register of Losses collects applications and evidence for compensation for losses, damages or damage caused by the Russian Federation, starting from 24 February 2022. The International Register of Losses was established by Ukraine, the EU and 42 other countries. The Register is headquartered in The Hague.

Ukraine, together with its partners, is already developing a compensation mechanism that will review claims and evidence and make decisions on compensation payments. Currently, you can file a claim for the destruction or damage to your home. For other damages, you can apply later.

Who can apply

To file an application, you must:

  • be of legal age;
  • have a verified tax number;
  • have an electronic signature;
  • be the owner of real estate.

What property can be applied for

It can be:

  • a private house
  • an apartment
  • residential premises
  • a country house
  • garden house
  • manor house;
  • residential house of manor type.

What additional materials can be added

You can add the following types of additional materials:

  • Confirmation of the fact of damage.
  • Confirmation of the amount of damage.
  • Information about the event that caused the damage.
  • Confirmation of the price of the property.
  • Confirmation of the repair price.
  • Comments.

Files must be in PNG, JPG, HEIC formats. The file size should not exceed 5 MB. In the future, they will help the commission to consider the application and make a decision on it.

Can I apply if my property is in the occupied territory?

Yes, you can submit an application regardless of where the property is located – including in the temporarily occupied territories and in the area of active hostilities.
