You can again buy or sell a car in Diia: how to apply online

The car re-registration service has been returned to Diia. Now you can buy or sell a car using the app again. This was announced by the press service of Diia and Mykhailo Fedorov, Vice Prime Minister for Innovation, Education, Science and Technology Development and Minister of Digital Transformation of Ukraine.

“Make an appointment with a buyer or seller at a convenient time and place. A few minutes in Diia, exchange of keys and money – and you’re done. The new technical passport will be pulled up in Diia immediately, and the physical passport will be sent by mail,” Fedorov wrote.

The Interior Ministry’s service center will receive the request online, the technical passport will be pulled up in Diia, and the plastic technical passport and new license plates can be picked up from the post office.

To use the service, you need to click several times in Diia and schedule a payment for the car at a convenient time. The service will automatically check the car, the buyer, and the seller, so Diia will not allow you to sell a car that is wanted or stolen.

“By the way, buying a car with Diia is also an opportunity to choose exclusive DI license plates. These can only be obtained when buying a car through Diia,” said Fedorov.

He also announced “more than one cool service for drivers” in Diia this year.

How to re-register a car online

The Diia re-registration service is available only to individuals and only for three categories of vehicles :

• passenger cars
• motorcycles
• mopeds.

The sale of vehicles through Diia is possible only for users who are identified as vehicle owners in the relevant registers. This means that you cannot re-register a car online using a general power of attorney.

Who cannot re-register a car online

To change the owners of minibuses, trucks or other vehicles, you will have to contact the Service Center of the Ministry of Internal Affairs.

Those who will sell more than one vehicle during a calendar year will also have to go the same way . The fact is that the first sale of a car, motorcycle or moped in a year is exempt from taxation, while the second, third and each subsequent sale is subject to 5% and 18% income tax, respectively, and 1.5% military duty.

There is no such restriction for buyers: an unlimited number of vehicles can be re-registered online during a calendar year. The main thing is that these are the seller’s first transactions in the reporting period.

It is also not possible to register a car online for the first time in Ukraine, as the vehicle data is not yet available in a single database. In addition, the first registration requires payment of the mandatory state pension insurance fee. Its amount depends on the cost of the car and the subsistence level – from 3% to 5%.

What documents are needed to re-register a car online?

To re-register a car through Diia in the application, you must have

• a verified tax number,
• passport or residence permit,
• declared place of residence
• technical passport (for the seller).

How to sell a car through Diia:

1. Select the Sell vehicle service or click Sell car in the menu of the technical passport.
2. Agree to the terms of sale and provide guarantees (that the car is not stolen, etc.) through Diia, and confirm that this is the first car sale this year.
3. Indicate the contractual value of the car.
4. Enter your personal information and read the draft contract.
5. Share the draft contract with the Buyer via a QR code or link.

How to buy a car through Diia:

1. Scan the QR code or follow the link provided by the car seller.
2. Read and agree to the terms of sale through Diia.
3. Choose a license plate: leave the old one, change it to a new one, or order a customized one.
4. Indicate that you have read the technical condition and quality characteristics of the car and agree to the price.
5. Agree to re-register the car.
6. Select the version of the registration certificate: – plastic and electronic certificate in Diia; – only electronic certificate in Diia.
7. If you chose plastic or a new TPL, provide the data for delivery by Ukrposhta.
8. Pay the fee.
9. Read the draft contract and send it for verification. It will be done automatically by the Unified State Register of Vehicles.

After a successful verification, you can certify the contract with Diia.Signature and then exchange money and a car. The signed documents will be sent to the administrator of the MIA service center, who will assign the selected license plates and print the car registration certificate. The finished package of documents will be sent to the new owner at the selected Ukrposhta branch. And the electronic documents for the car will be pulled up in Diia.

In what cases can Diia refuse to re-register a car?

“Diia may refuse to re-register a vehicle in the following cases

• the results of the inspection revealed that the vehicle or individual is wanted;
• the Unified State Demographic Register does not contain information on the registered place of residence;
• false information or discrepancies were found during the verification of the information.
