The institute that designed the Malyshev Plant and Azovmash was sold in Kharkiv

The State Property Fund has sold the Ukrainian State Institute for the Design of Heavy Engineering Plants. This was reported by KHARKIV Today, "Komersant Ukrainian" reports.

The starting price of the lot was more than UAH 1.5 million. The unified property complex of the institute, located at 151 Heroiv Kharkiv Ave. (near the Zakhystnykiv Ukrayiny metro station), includes buildings, a warehouse, a garage, machinery, equipment, facilities and inventory on an area of almost 0.5 hectares.

“Ukrdiprovazhmash was engaged in the creation of design and estimate documentation for the reconstruction, construction, and technical re-equipment of transport engineering and heavy engineering enterprises. The Institute was established in January 1928 and was a leading organization for the design of heavy, power, and transport engineering plants.

The largest machine-building plants in Ukraine were built according to the institute’s designs: Novokramatorsk Machine-Building Plant, Energomashspetsstal, Azovmash in Mariupol, Kryukiv Carriage Works, Malyshev Plant, and Turboatom.

The Institute also took part in the reconstruction and technical re-equipment of Dniprovagonmash, Novovolynskyi Foundry, Ukrainian Foundry Company, Dniprovazhmash, Kharkiv Bearing Plant, Svitlo Shakhtyora, etc.


In April 2024, a state financial audit was appointed at the Ukrainian State Institute for the Design of Heavy Engineering Plants.

“At the stage of planning and analyzing the Institute’s activities, the state auditors identified risks regarding the legal and efficient use of public funds and property, other state assets, the correctness of accounting and reliability of financial statements, and the functioning of the internal control system. In particular, there are potential threats of loss of utility, economic effect from the use of fixed assets; facts of significant failure to fulfill the key indicators of the financial plan, as proved by the State Property Fund,” the State Audit Service reported .

The audit lasted until June 2024, and in August, UkrDiproVazhMash was put up for privatization.

As a result of the bidding, the Institute bought Kharkiv-based STIF-Service LLC (Artur Matevosyan, Sedrak Baroyan) for UAH 15,050,000. The company, according to Uoucontrol, supplied medical devices to Kharkiv polyclinics in 2019. Matevosyan also manages and is the founder of many pharmacies in Kharkiv.
