The Kremlin explains why Russia launched the Armed Forces of the Russian Federation

Kremlin spokesman Dmitry Peskov said that Russia launched the SMM because its opponents refused to engage in dialogue.

His words are quoted by Russian media, "Komersant Ukrainian" reports.

According to Peskov, if Russia could achieve the goals of the JFO – demilitarization, denazification and Ukraine’s abandonment of the LPR and DPR – by peaceful means, there would be no need for hostilities.

“For us, it is better to do this (achieve the goals of the JCPOA) by political and diplomatic means, and the JCPOA continues in conditions when these means have become impossible, when all proposals for dialogue have been rejected – both by Ukraine itself and by the Westerners,” he said.

Prior to that, Peskov said that the agenda for the talks proposed by the Russian Federation was aimed at substantive work.

on July 23, the third round of talks between Russia and Ukraine on the settlement of the war took place in Istanbul. The meeting lasted about 40 minutes. In his opening remarks, Turkish Foreign Minister Hakan Fidan said that the ultimate goal of the talks was to facilitate a ceasefire.

During the third round, Moscow proposed that Kyiv set up three working groups – on political, humanitarian, and military issues – for further interaction in an online format. The parties agreed to continue contacts both at the level of delegations and, if necessary, at the level of working groups.
