Kyiv to tighten control over passes for traffic during curfew

The leadership of the Kyiv City Military Administration considers it expedient to revise the algorithm for issuing, controlling, and forming passes for movement during the curfew. This was stated by the head of the Kyiv City Military Administration, Timur Tkachenko, "Komersant Ukrainian" reports.

According to him, complaints about the abuse of passes are received both publicly and privately.

“The system that exists now has exhausted itself. Updating passes by changing them annually is not a sufficient way of control. Neither is conducting reconciliations or manual checks. I see that it is worth using digital tools to eliminate abuse. Such practices are rare, but have been successfully implemented in other communities,” said Maksym Tkachenko.

In his opinion, it is possible to link each pass to a digital register, which will be accessible to law enforcement agencies and relevant military structures.

“The link to the pass confirmation tool will be on each form. This is a QR code that will be read when vehicles stop during the curfew. We can synchronize access to the verification tools both in Kyiv and Kyiv region,” the official emphasized

He believes that in this way it will be possible to determine quickly and without manipulation who, when, how and for what purpose received a pass, and ultimately put an end to abuse and fake documents.

The head of the Kyiv City Military Administration is confident that this idea will be supported by the Defense Forces and the Kyiv Regional State Administration.

KCMA also plans to update the algorithm of actions during air alert

At the end of January, the head of the Kyiv City Military Administration, Tymur Tkachenko, named solving the problem of traffic during air raids as one of his top priorities.

As you know, Kyiv remains the only city in Ukraine where ground public transportation stops during air raids.

In mid-February, the official said that together with law enforcement, the military, and the State Emergency Service, they were working on an algorithm for actions during an air alert, taking into account the resumption of full public transport in the capital.

This includes optimizing the procedure for public transport drivers and passengers, as well as taking into account the security aspect.

What could this algorithm look like?

According to the KCSA in response to a request from LB.ua, a working group was convened by order of the head of the KCSA to agree on a new procedure.

It is reported that as a result, the following mechanism was developed for the operation of ground public transport: in the event of an air raid alert, the driver must drive to the nearest stop and then inform passengers of the need to use the nearest shelter. When everyone leaves the vehicle of their own free will to go to the shelter, the vehicle will continue on its route.

Also, according to Taras Kozak, a member of the Kyiv City Council, the city is considering an option where the city will insure public transport drivers to work during the emergency.

Kharkiv already has a differentiated air raid warning system in place

Recently, air raid alerts in Kharkiv region have been clearly divided: separately for the city and separately for the region.

“The more accurately the threat is identified, the more efficiently the economy will work and, accordingly, the psycho-emotional burden on people will be reduced,” said Mayor Igor Terekhov.

He reminded that last year alone, 2,113 air raid alarms were sounded in Kharkiv, which is 156 days of living under sirens. However, only 455 of these signals (62 days) concerned the city.

According to him, such a system is a step towards greater stability in all spheres of life.

The system was developed at the expense of the city budget, in particular, to improve the working conditions for businesses and government agencies.
