Mandatory registration of animals has started in Kyiv – what you need to know

Pet registration has begun in Kyiv. This service is mandatory for dog owners, but cat registration remains voluntary. Starting May 12, it will be available at the Administrative Service Centers, "Komersant Ukrainian" reports, citing the Kyiv City State Administration.
Currently, registration is mandatory for all dogs and optional for cats.
“First of all, it is a matter of safety, because in case of an animal’s escape, the availability of registration data significantly increases the chances of its prompt return home. At the same time, up-to-date information on the number of pets in the city will allow us to plan the development of urban infrastructure more effectively and will help to comply with veterinary and sanitary standards,” said Serhiy Saburov, director of the Kyiv City Hospital of Veterinary Medicine.
To register, you must have
- passport of a citizen of Ukraine
- identification code;
- veterinary passport of the animal (if available);
- documents confirming the presence of chipping.
To register, the owner only needs to submit a completed Form No. 1, which is provided directly at the ASC, and a payment receipt. After registration, the animal will be assigned a unique number, and the owner will receive a registration certificate confirming the ownership of the pet.
The service will be available starting Monday, May 12, at all city ASCs.
