Illegal development on state-owned land uncovered in Kyiv: losses estimated at over 2.3 million hryvnias

Law enforcement officials in Kyiv have uncovered illegal construction on a state-owned plot of land. According to preliminary estimates, the state has suffered losses of more than 2.3 million hryvnias.

This was reported by the Economic Security Bureau of Ukraine, according to "Komersant Ukrainian".

What are the suspects accused of?

According to the investigation, officials of a state-owned enterprise acted in collusion with representatives of a private company and an official from a scientific institution.

The land in question belongs to an enterprise within the National Academy of Sciences of Ukraine.

The plot was intended for the maintenance of production and administrative buildings, but in fact, multi-unit residential buildings were constructed on it.

How the scheme worked

According to investigators, the suspects attempted to create the appearance of legal development.

To do this, they:

  • made changes to state registries;
  • entered into an agreement between a state-owned enterprise and a private company;
  • amended the urban planning documentation.

At the same time, the designated use of the land plot was not officially changed.

Despite this, construction work began on the site in 2022–2023.

Suspicions in the case

Three individuals have been notified of their status as suspects in the case.

The pre-trial investigation is being conducted by detectives from the Economic Security Bureau of Ukraine.

Prosecutors from the Office of the Prosecutor General are overseeing the proceedings, and the Security Service of Ukraine is providing operational support.
