Kyiv uncovers a scheme to seize land on Zhukovyi Island worth over UAH 40 million

In the capital, law enforcement officers uncovered a large-scale land scam on Zhukovyi Island. The Holosiivskyi District Prosecutor’s Office has served a notice of suspicion to the director of a private company that illegally seized a plot of land of more than 11 hectares for further construction.
According to the Kyiv City Prosecutor‘s Office, the participants of the scheme planned to legalize the seized land in the future by obtaining documents for ownership or use, "Komersant Ukrainian" reports
How did the scheme work?
Law enforcement officers found that several private companies were involved in the fraud, registering fictitious real estate that did not actually exist.
In 2014, one of the sand-mining companies applied to the Kyiv City Council for a land plot to serve a small development, but was denied.
To increase its chances of privatization, the company registered ownership of non-existent buildings, allegedly sand warehouses.
This “real estate” was sold to another company, which began unauthorized construction on the island using forged documents.
After that, the unfinished objects were resold to other companies, which applied to the Kyiv City Council on their behalf to obtain the land “legally”.
Cost and consequences
The 11-hectare land plot is valued at more than UAH 40 million. The prosecutor’s office is currently continuing the investigation and identifying all those involved in the scheme.
Suspicion and legal qualification
The company’s director was served a notice of suspicion under Art:
- ч. 5 of Art. 27, Part 5 of Art. 190 of the CriminalCode of Ukraine – fraud on a large scale;
- ч. 4 Art. 358 of theCriminal Code of Ukraine – forgery and use of forged documents;
- ч. 4 of Article 197-1 of theCriminal Code – unauthorized occupation of a land plot.
Her actions are qualified as assistance through fraud and forgery in acquiring ownership or use of land for maintenance of residential buildings or structures.
