Kyiv bans cigarette sales in kiosks: Rada may extend this decision to the whole country

The Kyiv City Council has banned the sale of cigarettes, including electronic cigarettes, as well as any other excisable goods in all kiosks and kiosks in the capital. The deputies voted for this decision at a meeting on 13 June, "Komersant Ukrainian" reports

The Kyiv City Council supported the draft decision and introduced new rules for the placement of kiosks, electric charging stations, vending, post offices, terminals and electric vehicle rental points.

The draft decision submitted for consideration by the deputies did not initially provide for a ban on cigarette sales in kiosks. However, during the meeting, this amendment was introduced by Oleksandr Mishchenko, a member of the European Solidarity faction.

The head of the Committee on Finance, Taxation and Customs Policy, Danylo Hetmantsev, hinted that the same decision to ban cigarette sales in kiosks would be adopted by the Verkhovna Rada. Hetmantsev posted a video of the Kyiv City Council voting for the amendment and noted that the relevant provision is also contained in draft law No. 10346, which was recently supported by a parliamentary committee.

From now on, it will be forbidden to set up trade kiosks and mobile coffee shops in areas of engineering networks, near the facades of administrative and religious buildings, monuments, fountains, flower beds, observation and panoramic platforms, on pedestrian paths and alleys, as well as near subway ground facilities.

The Kyiv City Council added that the lease of land plots for the placement of landscaping elements will now be carried out through the state-owned online auctions Prozorro.Sale. Based on the results of the online auctions, Kyiv.Prozorro will conclude contracts with tenants who have received the right to lease land plots for a period of 5 years with the possibility of extension.

Mykhailo Budilov, director of the territorial control department, said that the project will be implemented consistently in the capital’s districts over two years. Reducing the number of kiosks will start in Pechersk.

Budilov also named other major changes:

  • Open and public auctions on Prozorro.Sale, where the main criterion is price;
  • Uniform architectural designs and requirements for the appearance of all objects;
  • Reducing the number of kiosks by 4-5 times, primarily near metro stations, major highways, facades and green areas;
  • Long-term contracts of 5 years or more for businesses, which will allow them to receive protected investments;
  • Preparatory work on connecting to the power grid.
