Pet registration service at ASCs launched in Kyiv: how to register a dog or cat

Starting May 12, 2025, a new pet registration service will be introduced in the capital through Administrative Service Centers (ASCs). This initiative is being implemented by the Kyiv City Hospital of Veterinary Medicine, "Komersant Ukrainian" reports, citing the Official Kyiv Portal.
Registration is mandatory for all dogs and optional for cats. This decision is aimed at improving safety: in the event of an animal escaping, the availability of registration data significantly increases the chances of its prompt return home. In addition, up-to-date information on the number of pets in the city will allow for more efficient planning of urban infrastructure development and will help to ensure compliance with veterinary and sanitary standards.
Registration procedure
In order to register a dog or cat, the owner needs to present the following documents:
- Completed form No. 1 – it can be obtained and filled out directly at the ASC.
- A receipt for payment for the service – the details are provided at the ASC or on the website of the relevant unit.
- Documents of the animal owner (passport or ID card).
- Documents for the animal – veterinary passport, chip, vaccination, etc. (if available).
What does the owner receive after registration?
- A unique registration number of the animal.
- A registration certificate confirming the ownership.
Why is it necessary?
- It helps to return the animal in case of escape or loss.
- Promotes effective animal registration in the city.
- Allows you to plan infrastructure (playgrounds, clinics, shelters).
- Ensures control over vaccination and sanitation.

Service availability
The service will be available in all Kyiv city ASCs starting from Monday, May 12, 2025.
